                     A BILL FOR AN ACT

MAKING AN APPROPRIATION FOR PROSTITUTION INTERVENTION SERVICES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the problem of
 
 2 prostitution has adversely affected our visitor industry and
 
 3 poses a public health problem for the prostitutes and their
 
 4 clients.  The legislature further finds that prostitution is a
 
 5 multi-faceted problem involving childhood physical and sexual
 
 6 abuse, domestic violence, and substance abuse.  Unfortunately,
 
 7 prostitution has a long history and solutions posed through the
 
 8 criminal justice system have not been effective in mitigating the
 
 9 problem. 
 
10      In these difficult economic times, any effort by the State
 
11 to assist in the development of a comprehensive system of
 
12 intervention must be necessarily limited by existing resources.
 
13 Government can support and encourage community organizations to
 
14 focus existing private and public resources more efficiently and
 
15 effectively.  This will require establishing more permanent
 
16 working relationships among communities, the private sector, and
 
17 government.
 
18      The purpose of this Act is to recognize a public and private
 
19 partnership between the State and private nonprofit organizations
 
20 dedicated to helping women and children free themselves from a

 1 life of prostitution and educating them about alternate life
 
 2 choices.
 
 3      SECTION 2.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii the sum of $60,000, or so much
 
 5 thereof as may be necessary for fiscal year 1999-2000, and the
 
 6 sum of $60,000, or so much thereof as may be necessary for fiscal
 
 7 year 2000-2001, to support prostitution intervention services for
 
 8 offenders as determined by the district courts.
 
 9      SECTION 2.  The sums appropriated shall be expended by the
 
10 the judiciary for the purposes of this Act.
 
11      SECTION 3.  This Act shall take effect on July 1, 1999.
