                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE NANAKULI HOMESTEAD CEMETERY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Native Hawaiian people, like most people in the
 
 2 world, have a deep respect and love for their ancestors and
 
 3 treasure the remains of their ancestors.  Hawaiians believe that
 
 4 their ancestors have a special place amongst the living.  It is
 
 5 their "mana" that gives the strength and power of the living to
 
 6 overcome adversity.
 
 7      It is customary for Hawaiians, at the start of a meeting or
 
 8 gathering, to begin with a genealogy of their family.  Hawaiians
 
 9 talk about their ancestors and the deeds they accomplished in
 
10 days gone by.  Included in those remarks is a brief history and
 
11 description of the area.  This oral repetition ingrains in the
 
12 present Hawaiian community the history and culture of their
 
13 "kupuna".  The bond between the living and the dead is
 
14 strengthened.  The old ones have a place in the hearts of the
 
15 living that does not diminish, but grows.
 
16      Nanakuli Hawaiian homestead has a cemetery within its
 
17 boundaries.  The Nanakuli community has taken it upon itself to
 
18 maintain the site.  Unlike commercial cemeteries which have built
 
19 in funding sources for maintenance and preservation of the

 1 grounds, the Nanakuli Hawaiian homestead cemetery does not.  With
 
 2 only limited financial support from the department of Hawaiian
 
 3 home lands over the years, the Nanakuli community has done its
 
 4 best to maintain the cemetery.
 
 5      The deterioration of the cemetery has been a major sore
 
 6 point with the residents of the community.  Many residents have
 
 7 come forward to volunteer their services to try to stop the
 
 8 degradation, to give the kupuna a proper resting place.  However,
 
 9 with limited financial support the projects were small in scale
 
10 and did not really stop the deterioration.
 
11      Since December 1992, Clean-up and Beautification (CUB)
 
12 projects have been ongoing.  The Nanakuli Hawaiian homestead
 
13 community association has solicited community organizations and
 
14 groups to participate in the monthly CUB projects.  The
 
15 association has had numerous church organizations; Nanaikapono
 
16 Protestant Church, Door of Faith Church, Nanakuli Mormon Church,
 
17 etc.; Nanakuli high school clubs; Ike Loa Kulana club, travel
 
18 industry club, etc.; and community groups; boy scouts of Waianae,
 
19 Nanakuli neighborhood housing service, etc. participating in one
 
20 or more CUB projects.
 
21      Much work still must be done such as clearing and removing
 
22 rocks, setting and replacement of original grave markers,
 
23 importing soil, constructing retaining walls, grading and filling

 1 driveways, replanting trees and plants, the placement and pouring
 
 2 of sidewalks where needed, and other restoration work as
 
 3 necessary.
 
 4      SECTION 2.  There is appropriated out of the general
 
 5 revenues of the State of Hawaii the sum of $76,020, or so much
 
 6 thereof as may be necessary for fiscal year 1999-2000, for the
 
 7 maintenance and upkeep of the Nanakuli homestead cemetery as
 
 8 follows:
 
 9      Estimates of project expenses
 
10           Section "A" (mormon area)          $18,975
 
11           Section "B" (protestant area)      $17,250
 
12           Section "C" (catholic area)        $16,935
 
13           Section "D" (pentecostal area)     $22,860
 
14                     Total project request    $76,020
 
15      SECTION 3.  The sum appropriated shall be expended by the
 
16 department of Hawaiian home lands for the purposes of this Act.
 
17      SECTION 4.  This Act shall take effect on July 1, 1999.
