                   A  BILL  FOR  AN  ACT

RELATING TO A MANAGEMENT AUDIT OF THE DEPARTMENT OF THE ATTORNEY
   GENERAL.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The department of the attorney general has taken
 
 2 an aggressive posture in regard to its prosecution of the
 
 3 trustees of Kamehameha Schools/Bishop Estate for alleged
 
 4 financial mismanagement and breach of trust.  The investigation
 
 5 has taken nearly eighteen months and cost the State over $800,000
 
 6 for outside investigators and experts.  It is appropriate, in a
 
 7 case of this magnitude, to have a management audit to ensure that
 
 8 state funds and staff are being used in the most cost-effective
 
 9 and appropriate ways.
 
10      SECTION 2.  The auditor is directed to perform a management
 
11 audit of the department of the attorney general in relation to
 
12 its investigation and prosecution of any and all matters relating
 
13 to Kamehameha Schools/Bishop Estate.  The auditor shall submit
 
14 findings and recommendations from the audit to the legislature no
 
15 later than December 31, 1999.
 
16      SECTION 3.  This Act shall take effect upon its approval.
