                   A  BILL  FOR  AN  ACT

RELATING TO THE UNIVERSITY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 304, Hawaii Revised Statutes, is amended
 
 2 by adding two new sections to be appropriately designated and to
 
 3 read as follows:
 
 4      "§304-    Oral political history of Hawaii program;
 
 5 established; restrictions on access.  (a)  The University of
 
 6 Hawaii shall coordinate, administer, and conduct a program to
 
 7 record and document oral political histories of this State.  The
 
 8 histories may include current and former members and staff of the
 
 9 state or territorial legislature, government officials, and other
 
10 persons who have contributed to the political history of the
 
11 state or territory.  The university shall utilize its own
 
12 resources to implement the program.
 
13      (b)  The recordings and transcripts shall be indexed and
 
14 made available to the public for research and reference through
 
15 the University of Hawaii.  The transcripts, together with current
 
16 and historical photographs, may be published for distribution to
 
17 the public libraries and made available for sale to the public.
 
18      (c)  All restrictions placed by the program or its
 
19 interviewees on access to, or use of, recordings or transcripts

 1 shall be lifted and removed eighty years after the creation of
 
 2 the recording.
 
 3      §304-    Oral political history advisory committee;
 
 4 established.  (a)  The board of regents shall establish an oral
 
 5 political history advisory committee which shall total nine
 
 6 members.  The president of the University of Hawaii, or the
 
 7 president's designee, shall be a member and serve as chairperson.
 
 8 The board of regents shall appoint the remaining members which
 
 9 shall consist of the following:
 
10      (1)  Two members who shall represent the University of
 
11           Hawaii archives;
 
12      (2)  Two members who shall represent the Social Science
 
13           Research Institute of the University of Hawaii;
 
14      (3)  One member who shall represent the president of the
 
15           senate;
 
16      (4)  One member who shall represent the speaker of the house
 
17           of representatives;
 
18      (5)  One member who shall represent the governor; and
 
19      (6)  One member who shall represent the public.
 
20 The terms of members shall be for four years.  Each term shall
 
21 commence on July 1 and expire on June 30.
 
22      (b)  The oral political history advisory committee shall

 1 have the following responsibilities:
 
 2      (1)  To select appropriate oral political history interview
 
 3           subjects;
 
 4      (2)  To advise the University of Hawaii on the appropriate
 
 5           subjects, format, and length of interviews and on the
 
 6           process for conducting oral political history
 
 7           interviews with subjects currently in government
 
 8           service;
 
 9      (3)  To oversee publications of the oral political history
 
10           of Hawaii program;
 
11      (4)  To advise the University of Hawaii on joint programs
 
12           and activities with educational institutions, museums,
 
13           and other groups conducting oral histories; and
 
14      (5)  To advise the University of Hawaii on other aspects of
 
15           the administration of the oral political history
 
16           program and on the conduct of individual interview
 
17           projects."
 
18      SECTION 2.  New statutory material is underscored.
 
19      SECTION 3.  This Act shall take effect upon its approval.
