                   A  BILL  FOR  AN  ACT

RELATING TO THE UNIVERSITY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that in order for the
 
 2 University of Hawaii to become a world class university and a
 
 3 focal point in the Pacific rim, it is necessary that the Board of
 
 4 Regents be advised by an advisory board that has a national and
 
 5 international perspective.  This Act creates an international
 
 6 advisory board for this purpose.  This advisory board shall be
 
 7 comprised of fifteen members, at least three of whom shall be
 
 8 nonresidents who are nationally or internationally prominent.
 
 9      SECTION 2.  Chapter 304, Hawaii Revised Statutes, is amended
 
10 by adding a new section to be appropriately designated and to
 
11 read as follows:
 
12      "§304-    International advisory board.  (a)  There shall be
 
13 an international advisory board to advise the board of regents on
 
14 improving the strategic position of the university in the Pacific
 
15 rim.
 
16      (b)  The international advisory board shall consist of
 
17 fifteen members appointed by the governor as provided in section
 
18 26-34.  Membership shall broadly reflect economic, cultural, and
 
19 social diversity.  No fewer than three members shall be

 1 nonresidents who are nationally or internationally prominent
 
 2 persons.  The nonresident members shall be nonvoting members.
 
 3 The international advisory board shall meet no more than twice
 
 4 each year.
 
 5      (c)  The members of the international advisory board shall
 
 6 serve without compensation but shall be reimbursed for expenses,
 
 7 including travel expenses, necessary for the performance of their
 
 8 duties.
 
 9      (d)  The international advisory board shall be placed in the
 
10 University of Hawaii for administrative purposes."
 
11      SECTION 3.  New statutory material is underscored.
 
12      SECTION 4.  This Act shall take effect upon its approval.
