                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Service-learning engages young people in
 
 2 community activities that show them how academic skills can be
 
 3 used in a hands-on and meaningful way to solve real-life problems
 
 4 by integrating academic learning and community service.
 
 5 Effective service-learning programs have been found to improve
 
 6 academic grades, increase attendance in school, and develop
 
 7 personal and social responsibility.  Students learn the valuable
 
 8 skills of critical thinking, communication, teamwork, civic
 
 9 responsibility, mathematical reasoning, problem solving, public
 
10 speaking, vocational skills, computer skills, scientific method,
 
11 research skills, and analysis.
 
12      The Corporation for National Service, a U.S. government
 
13 agency, administers Learn and Serve America, a grants program
 
14 that supports school and community based service-learning
 
15 programs.  The Hawaii state department of education annually
 
16 applies for and receives a small grant from the Learn and Serve
 
17 America School-Based programs and provides mini-grants to public
 
18 schools on a competitive basis.  The mini-grants are used as seed
 
19 money to design and implement service-learning programs in

 1 Hawaii.  The Hawaii state department of education has received
 
 2 approximately $74,000 each year on average from the Learn and
 
 3 Serve America program for the past six years.  
 
 4      The purpose of this Act is to provide additional funds to
 
 5 the department of education for the Learn and Serve Hawaii
 
 6 program, thus extending the benefits of service-learning to more
 
 7 island students.
 
 8      SECTION 2.  There is appropriated out of the general
 
 9 revenues of the State of Hawaii the sum of $          , or so
 
10 much thereof as may be necessary for fiscal year 1999-2000, for
 
11 the purpose of extending the Learn and Serve Hawaii program.
 
12      SECTION 3.  The sum appropriated shall be expended by the
 
13 department of education for the purposes of this Act.
 
14      SECTION 4.  This Act shall take effect on July 1, 1999.
