                   A  BILL  FOR  AN  ACT

RELATING TO HOLIDAYS. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  One of the great figures of Hawaiian history,
 
 2 King David Kalakaua, has gone largely unrecognized despite his
 
 3 many accomplishments and contributions to the people of Hawaii.
 
 4 King David Kalakaua was an innovator who, in addition to creating
 
 5 the department of education, invented a modern day submarine
 
 6 forty-five years before it was first used in World War I, and
 
 7 invented a telescopic range finder.
 
 8      King David Kalakaua was also an author and patron of the
 
 9 arts.  In addition to writing the state song, "Hawai'i Pono'i",
 
10 and a book, "Legends and Myths of Hawaii", the King also lifted
 
11 the ban of dancing the hula, encouraging Hawaiians to take pride
 
12 in their cultural heritage.
 
13      King David Kalakaua was also an accomplished diplomat who
 
14 initiated diplomatic relations with many countries in Asia,
 
15 Europe, the United States, Australia, South America and was the
 
16 first monarch to visit Japan.
 
17      Upon meeting Thomas Alva Edison, King David Kalakaua was
 
18 instrumental in obtaining electrical lights for Honolulu, years
 
19 before electric lights were installed at the White House in

 1 Washington, D.C.
 
 2      King David Kalakaua also directed the planning of Iolani
 
 3 palace which today remains the only royal palace in the United
 
 4 States.
 
 5      The purpose of this Act is to designate a day as "King David
 
 6 Kalakaua Day" in remembrance of the diplomat, innovator, and
 
 7 patron of the arts and his contributions to the people of Hawaii
 
 8 which are still appreciated today.
 
 9      SECTION 2.  Chapter 8, Hawaii Revised Statutes, is amended 
 
10 by adding a new section to be appropriately designated and to
 
11 read as follows:
 
12      "§8-    King David Kalakaua Day.            , of each year
 
13 shall be known and designated "King David Kalakaua Day", in
 
14 recognition of the contributions and accomplishments of King
 
15 David Kalakaua; provided that this day is not and shall not be
 
16 construed to be a state holiday."
 
17      SECTION 3.  New statutory material is underscored.
 
18      SECTION 4.  This Act shall take effect upon its approval.
