                   A  BILL  FOR  AN  ACT

RELATING TO TRAFFIC PROBLEMS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the neighborhoods of
 
 2 Kalihi, Nuuanu, Kaimuki, and Moiliili-McCully suffer heavily from
 
 3 inbound and outbound traffic congestion.  In addition to the
 
 4 noise, dust, and fumes from the freeways and highways,
 
 5 neighborhood streets are also burdened by commuters who are
 
 6 transiting between work and home.   As a result, there is a grave
 
 7 concern for the health and safety of the neighborhood residents.
 
 8 The legislature further finds that traffic calming measures such
 
 9 as trees, landscaping, barriers, speed monitoring devices,
 
10 additional signs, flood lights, roundabouts, and illuminated
 
11 pedestrian crossings are needed.
 
12      SECTION 2.  There is appropriated out of the highway fund of
 
13 the State of Hawaii, funds that have been deposited from the
 
14 Transportation Equity Act (TEA 21), Public Law 105-78, in the sum
 
15 of $40,000,000, or so much thereof as may be necessary for fiscal
 
16 year 2000-2001, of which $10,000,000 shall be expended in each of
 
17 the neighborhoods of Kalihi, Nuuanu, Kaimuki, and Moiliili-
 
18 McCully, for the purpose of addressing the traffic impact
 
19 affecting these neighborhoods and to install traffic calming

 1 measures.
 
 2      SECTION 3.  The sum appropriated shall be expended by the
 
 3 department of transportation for the purposes of this Act.
 
 4      SECTION 4.  This Act shall take effect on July 1, 2000.
