                     A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR LANDSCAPE IMPROVEMENTS TO KAMEHAMEHA
   HIGHWAY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that millions of visitors
 
 2 each year enter from and exit to Kamehameha highway, in the
 
 3 vicinity of the Aloha Stadium and the Arizona Memorial, and are
 
 4 greeted by the continued eyesore of concrete pylons and fenced
 
 5 areas filled with debris and trash.  The overall appearance is an
 
 6 area lacking a coherent landscape plan, and the impression
 
 7 created does not send the proper "Spirit of Aloha" message to our
 
 8 visitors.  Consequently, this Act appropriates $2,225,000 in
 
 9 state highway fund moneys for landscape improvements to
 
10 Kamehameha highway (from Honomanu street to the vicinity of the
 
11 Arizona Memorial).
 
12      SECTION 2.  There is appropriated out of the state highway
 
13 fund of the State of Hawaii the sum of $2,225,000, or so much
 
14 thereof as may be necessary for fiscal year 2000-2001, for
 
15 landscape improvements to Kamehameha highway (from Honomanu
 
16 street to the vicinity of the Arizona Memorial):
 
17           Design                                 $  150,000
 
18           Construction                           $2,100,000
 
19                Total Funding                     $2,250,000

 1      SECTION 3.  The appropriation made for the capital
 
 2 improvement project authorized in this Act shall not lapse at the
 
 3 end of the fiscal year for which the appropriation is made;
 
 4 provided that all moneys from the appropriation unencumbered as
 
 5 of June 30, 2002, shall lapse as of that date.
 
 6      SECTION 4.  The sum appropriated shall be expended by the
 
 7 department of transportation for the purpose of this Act.
 
 8      SECTION 5.  This Act shall take effect on July 1, 2000.
