purchase of computer and telecommunications equipment necessary

                   A  BILL  FOR  AN  ACT
MAKING AN APPROPRIATION TO STUDY THE FEASIBILITY OF ESTABLISHING
   A TECHNOLOGY-FOCUSED COMMUNITY-BASED CENTER IN WAIALUA TOWN.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The high technology development corporation
 
 2 shall establish a task force made up of representatives of the
 
 3 Waialua community to study the feasibility of establishing a
 
 4 technology-focused community-based center in Waialua town, to
 
 5 define the needs of the community, and to develop and implement a
 
 6 plan for the center.  The center is envisioned as assisting in
 
 7 the development of economic alternative paths for residents and
 
 8 businesses through:
 
 9      (1)  Links with technology based businesses within the town,
 
10           (e.g. Pioneer Hi-Bred International, Global
 
11           Entertainment Technology Systems) and later expanding
 
12           externally to the town;
 
13      (2)  Links with the technology-based training and
 
14           educational operations within the town (e.g. Work
 
15           Hawaii, University of Hawaii college of tropical
 
16           agriculture and human resources, Poamoho Farms, Waialua
 
17           complex schools) and later expanding externally to the
 
18           town; and
 
19      (3)  Links to residences, businesses, and other operations

 1           within Waialua town and later neighboring communities,
 
 2           for purposes of creating a community-based global
 
 3           economic network.
 
 4      The high technology development corporation and the task
 
 5 force shall address utilization of existing and planned high
 
 6 technology facilities within Waialua town and Waialua district
 
 7 and recommend facility and system improvements, enhancements, and
 
 8 new installations.
 
 9      SECTION 2.  The high technology development corporation
 
10 shall report on the findings and recommendations of the task
 
11 force to the legislature twenty days before the convening of the
 
12 regular session of 2001.
 
13      SECTION 3.  There is appropriated out of the general
 
14 revenues of the State of Hawaii, the sum of $50,000, or so much
 
15 thereof as may be necessary for fiscal year 2000-2001, to study
 
16 the feasibility of establishing a technology-focused community-
 
17 based center in Waialua town, to assess the needs of the
 
18 community, and to develop and implement a plan for a technology-
 
19 focused community-based center in Waialua town, including the
 
20 purchase of computers, telecommunications, and network systems
 
21 necessary for the operation of the center.
 
22      SECTION 4.  The sum appropriated shall be expended by the
 
23 high technology development corporation for the purposes of this

 1 Act.
 
 2      SECTION 5.  This Act shall take effect on July 1, 2000.
