                   A  BILL  FOR  AN  ACT

RELATING TO HIGHER EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 304, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to be appropriately designated and to
 
 3 read as follows:
 
 4      "§304-     Promise tuition waiver program.  (a)  The board
 
 5 of regents may design and administer a promise tuition waiver
 
 6 program that incorporates both academic and financial
 
 7 requirements, and grant tuition waivers to the maximum number of
 
 8 potential recipients.  The board shall grant annual waivers to
 
 9 students in an amount equal to the cost of seventy-five per cent
 
10 of a twelve credit course load at a community college in the
 
11 University of Hawaii system.  The promise tuition waiver program
 
12 is not intended to supplant any tuition waivers granted under
 
13 section 304-16.5.
 
14      (b)  The tuition waivers may be used only at campuses within
 
15 the University of Hawaii system and are not refundable.
 
16      (c)  The superintendent of education shall provide the board
 
17 of regents by the beginning of each academic year with the names
 
18 of students in the top fifteen per cent of each respective public
 
19 high school graduating class in the State in order for the board

 1 of regents to make their annual tuition waivers.  From the names
 
 2 provided, the board shall limit waivers to those students whose
 
 3 family income does not exceed one hundred thirty-five per cent of
 
 4 the state median family income."
 
 5      SECTION 2.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $          , or so
 
 7 much thereof as may be necessary for fiscal year 2000-2001, to
 
 8 provide the University of Hawaii with sufficient funding to offer
 
 9 the tuition waivers under the promise tuition waiver program.
 
10      SECTION 3.  The sum appropriated shall be expended by the
 
11 University of Hawaii for the purposes of this Act.
 
12      SECTION 4.  New statutory material is underscored.
 
13      SECTION 5.  This Act shall take effect on July 1, 2000.
