                     A BILL FOR AN ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR CAPITAL
   IMPROVEMENT PROJECTS IN WEST OAHU.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the sum of $          , and the same
 
 3 sum, or so much thereof as may be necessary, is appropriated for
 
 4 fiscal years 2000-2001, for the following projects for West Oahu:
 
 5       1.  Barbers Point Elementary School
 
 6           Design and construction of perimeter
 
 7             fence, outdoor lighting, security 
 
 8             screens, ground and site improvement      $   520,000
 
 9       2.  Campbell High School
 
10           Regrading of track                          $   190,000
 
11           Parking lot lighting improvements           $          
 
12           Construction of women's locker room         $          
 
13           Installation of permanent bleachers 
 
14             for football field                        $ 3,980,000
 
15           Renovation of athletic trainers' room       $   195,000
 
16           Construction of four tennis courts          $   210,000
 
17           Scoreboard for softball field               $   143,000

22      SECTION 2.  The appropriations made for capital improvement
 
23 projects authorized in this Act shall not lapse at the end of the

 1 fiscal biennium for which the appropriations are made; provided
 
 2 that all appropriations which are unencumbered as of June 30,
 
 3 2003, shall lapse as of that date.
 
 4      SECTION 3.  The sum appropriated shall be expended by the
 
 5 department of accounting and general services for the purposes of
 
 6 this Act; provided that the sums appropriated for items 17 to 21
 
 7 in section 1 of this Act shall be expended by the department of
 
 8 transportation for the purposes of this Act.
 
 9      SECTION 4.  This Act shall take effect on July 1, 2000.
