                   A  BILL  FOR  AN  ACT

RELATING TO LIBRARIES.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that with the fast growth
 
 2 of communities statewide, there is an increased demand for the
 
 3 information and public services provided by public libraries in a
 
 4 timely manner.
 
 5      The purpose of this Act is to authorize the board of
 
 6 education to enter into development agreements with private
 
 7 developers to expedite the construction of public libraries in
 
 8 communities throughout the State.
 
 9      SECTION 2.  Notwithstanding any other law to the contrary,
 
10 the board of education, is authorized to enter into development
 
11 agreements with private developers to expedite the construction
 
12 of public libraries throughout the State.  The board of education
 
13 may authorize a private developer to construct a public library
 
14 in any community and may structure the financial obligations
 
15 concerning public library construction with the private developer
 
16 in a manner that the board deems appropriate and the most
 
17 efficient means by which to build a public library for a
 
18 particular community.
 
19      SECTION 3.  The board of education shall submit a report to
 
20 the legislature on the expedited building of any public library

 1 no later than twenty days prior to the convening of the regular
 
 2 session of 2001.
 
 3      SECTION 4.  This Act shall take effect upon its approval.
