                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO EQUITABLY ESTABLISH PARENT-COMMUNITY
   NETWORKING CENTERS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that parent-community
 
 2 networking centers were started at public elementary,
 
 3 intermediate/middle, and high schools in 1986 through the
 
 4 community education section of the department of education.  Each
 
 5 parent-community networking center has a different set of program
 
 6 components because each is designed to address the needs and
 
 7 goals of its school/community.  While variety characterizes each
 
 8 parent-community networking center, a typical program might
 
 9 include initiatives to obtain donated goods, such as school
 
10 supplies, training in parent-child interactions, parent awareness
 
11 and family education, adult personal and educational development,
 
12 volunteer training for tutoring services, teacher/school
 
13 assistance, fundraising, and community partnerships.
 
14      The parent-community networking center program historically
 
15 has given back to the State gifts and in-kind services far
 
16 greater than the funding provided to support the program.  In
 
17 fiscal year 1998-1999, the parent-community networking center
 
18 program received $2,512,756 in state funds while at the same time
 
19 generating $8,056,977 in resources, goods, and services.

 1      In the 1998-1999 school year, the funded parent-community
 
 2 networking center programs operated statewide in 210 of the 250
 
 3 public schools.  Of the total number of schools:  157 have fully
 
 4 funded parent-community networking centers; 45 are partially
 
 5 funded; 8 were fully funded only for the 1998-1999 school year;
 
 6 and 40 did not receive any funds.
 
 7      There are at least two essential positions in parent-
 
 8 community networking centers.  First, there are district
 
 9 coordinators who train and coordinate the activities of school
 
10 facilitators.  Second, there are school facilitators who work on
 
11 a part-time basis to assist the school-community in assessing
 
12 needs, planning activities, and recruiting participants.  School
 
13 facilitators receive a part-time temporary teacher hourly wage
 
14 paid out of a parent-community networking center's total salary
 
15 and supply funding of either $14,532 for a fully-funded parent-
 
16 community networking center or $3,300 for a partially-funded one.
 
17      Currently, five school districts are each budgeted $26,000
 
18 for a full-time parent-community networking center district
 
19 coordinator position for fiscal year 2000-2001.  None of these
 
20 district coordinator positions are budgeted for the Kauai or Maui
 
21 school districts for fiscal year 2000-2001.  Four years ago, the
 
22 Kauai and Maui districts lost their much needed full-time parent-
 
23 community networking center district coordinator positions due to

 1 the severe budget cuts suffered by the department of education.
 
 2 These positions were reinstated in fiscal year 1999-2000 only.  A
 
 3 total of $52,000 will be needed for two district coordinator
 
 4 positions, one each in Maui and Kauai.
 
 5      The following also were funded for fiscal year 1999-2000
 
 6 only:
 
 7           Three fully-funded parent-community networking centers,
 
 8           each at $14,532 (two in Maui and one in Kauai);
 
 9           Five conversions of five partially-funded parent-
 
10           community networking centers ($3,300 per year, one in
 
11           Kauai, four in Maui). 
 
12      Each parent-community networking center needs an additional
 
13 $11,232 to bring each of these parent-community networking
 
14 centers up to full-funding level.
 
15      In addition to the funding needed for the Maui and Kauai
 
16 districts which are currently funded through fiscal year 1999-
 
17 2000, the more mature parent-community networking centers
 
18 statewide must move into phases of development where teacher-
 
19 parent partnerships are forged at the classroom level by the
 
20 teacher and volunteer room parent liaison.  To establish the
 
21 infrastructure and to begin that process, the state-level family
 
22 support services/parent-community networking center program needs
 
23 $11,232 for each of eight new positions:  one room parent liaison

 1 coordinator position for each school district plus one for Kona.
 
 2 In an initial pilot program at Kapunahala Elementary, the room
 
 3 parent liaison coordinator was instrumental in raising student
 
 4 achievement as indicated by a longitudinal report of student SAT
 
 5 scores.
 
 6      The purpose of this Act is as follows:
 
 7      (1)  For the Kauai school district, to provide funds to
 
 8           maintain one full-time parent-community networking
 
 9           center district coordinator position and to provide
 
10           funds to maintain the two fully-funded parent-community
 
11           networking centers at the same service level currently
 
12           provided for fiscal year 1999-2000;
 
13      (2)  For the Maui school district, to provide funds for one
 
14           full-time parent-community networking center district
 
15           coordinator position and for six fully-funded parent-
 
16           community networking centers at the same service level
 
17           provided in fiscal year 1999-2000; and
 
18      (3)  For the statewide parent-community networking center
 
19           program to provide eight part-time room parent liaison
 
20           coordinator positions, one per school site in each
 
21           school district and one in Kona.
 
22      SECTION 2.  There is appropriated out of the general
 
23 revenues of the State of Hawaii the sum of $241,612, or so much

 1 thereof as may be necessary for fiscal year 2000-2001, to
 
 2 equitably establish parent-community networking centers statewide
 
 3 as follows:
 
 4      $26,000   for the Kauai school district for one full-time
 
 5                equivalent (1.00 FTE), parent-community networking
 
 6                center district coordinator;
 
 7      $14,532   for the Kauai school district for one fully-funded
 
 8                parent-community networking center;
 
 9      $11,232   for the Kauai school district to convert a current
 
10                parent-community networking center from partially-
 
11                funded to fully-funded;
 
12      $26,000   for the Maui school district for one full-time
 
13                equivalent (1.00 FTE), parent-community networking
 
14                center district coordinator;
 
15      $29,064   for the Maui school district for two fully-funded
 
16                parent-community networking centers;
 
17      $44,928   for the Maui school district to convert four
 
18                current parent-community networking centers from
 
19                partially-funded to fully-funded; and
 
20      $89,856   for eight part-time room parent liaison
 
21                coordinators, one per school site in each school
 
22                district plus one for Kona.
 
23      SECTION 3.  The sum appropriated shall be expended by the

 1 department of education for the purposes of this Act.
 
 2      SECTION 4.  This Act shall take effect on July 1, 2000.
