                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO SERVICE MEDICALLY UNDERSERVED AND AT-
   RISK POPULATIONS IN KONA.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  In 1989, 14.2 percent of South Kona and 9.6
 
 2 percent of North Kona residents had incomes below 100 percent of
 
 3 the federal poverty level.  Salvation Army research indicates
 
 4 that a significant number of Kona residents have inadequate
 
 5 access to health care.  The Kona Corps of the Salvation Army
 
 6 proposes to establish a primary health care clinic in Kona.  This
 
 7 project is a significant expansion of the Salvation Army's
 
 8 existing health clinic which is operated by volunteer medical
 
 9 practitioners.  The expanded health center, with a full-time
 
10 practitioner and other staff working in conjunction with
 
11 volunteer providers, will be able to provide forty-three hundred
 
12 patient visits per year compared to only about four hundred in
 
13 the current volunteer clinic.  The Salvation Army intends to open
 
14 the clinic by April 2000.  It estimates that the clinic will
 
15 require about $314,486 to operate its first year.  Although the
 
16 Salvation Army has obtained funding for the building, an
 
17 endowment, and salary and expenses from other sources, it
 
18 requires additional support to sustain the clinic's operation.
 
19      The purpose of this Act is to make an appropriation to

 1 assist with the operational costs of the Kona Primary Health Care
 
 2 Clinic.
 
 3      SECTION 2.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii the sum of $100,000, or so much
 
 5 thereof as may be necessary for fiscal year 2000-2001, to service
 
 6 medically underserved and at-risk populations in Kona.
 
 7      SECTION 3.  The sum appropriated shall be expended by the
 
 8 department of health for the purposes of this Act.
 
 9      SECTION 4.  This Act shall take effect on July 1, 2000.
