                   A  BILL  FOR  AN  ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING
   CAPITAL IMPROVEMENT APPROPRIATIONS FOR THE SEVENTH
   SENATORIAL DISTRICT. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the following sums for fiscal years
 
 3 2000-2001, and the same sums, or so much thereof as may be
 
 4 necessary, are appropriated for the following projects for the
 
 5 department of education:
 
 6      (1)  Antone Vidinha Stadium Complex
 
 7                Field lighting                            $500,000
 
 8                Construction of four hundred meter
 
 9                  rubberized track at existing stadium
 
10                  complex                                 $700,000
 
11                     Total                              $1,200,000
 
12      (2)  Hanapepe Stadium
 
13                Lighting                                  $400,000
 
14      (3)  Waimea High School/District Swimming Pool
 
15                Plans, design, construction               $600,000
 
16      SECTION 2.  The director of finance is authorized to issue
 
17 general obligation bonds in the following sums for fiscal year
 
18 2000-2001, and the same sum, or so much thereof as may be

 1 necessary, are appropriated for the following project for the
 
 2 department of transportation:
 
 3      (1)  Kokee Road Safety Improvements and
 
 4             Emergency Escape Ramps
 
 5                Realignment and reconstruction            $600,000
 
 6      SECTION 3.  The director of finance is authorized to issue
 
 7 general obligation bonds in the sum of $6,475,000, or so much 
 
 8 thereof as may be necessary, is appropriated for fiscal year
 
 9 2000-2001, for the following projects for the county of Kauai:
 
10      (1)  Solid Waste Facilities
 
11                Plans                                     $300,000
 
12                Land acquisition                          $500,000
 
13                     Total                                $800,000
 
14      (2)  Waimea Sewer System
 
15                Construction of effluent injection
 
16                  well and facilities plan update         $475,000
 
17      (3)  Kauai Civic Center
 
18                Plans and construction                    $960,000
 
19      (4)  Lihue Sewer System
 
20                Construction of effluent disposal/
 
21                  anaerobic digester                    $2,690,000
 
22      (5)  Hanapepe Stadium Sports Complex

11      SECTION 4.  The sums appropriated shall be expended by the
 
12 department of education for the projects listed in section 1; by
 
13 the department of transportation for the project listed in
 
14 section 2; and by the county of Kauai for the projects listed in
 
15 section 3 of this Act.
 
16      SECTION 5.  The appropriations made for capital improvement
 
17 projects authorized in this Act shall not lapse at the end of the
 
18 fiscal biennium for which the appropriation is made; provided
 
19 that all appropriations which are unencumbered as of June 30,
 
20 2003, shall lapse as of that date.
 
21      SECTION 6.  This Act shall take effect on July 1, 2000.
