                   A  BILL  FOR  AN  ACT

RELATING TO SOCIAL WORKERS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 467E, Hawaii Revised Statutes, is
 
 2 amended by adding a new section to be appropriately designated
 
 3 and to read as follows:
 
 4      "§467E-    Reciprocity and endorsement.  (a)  The director
 
 5 may enter into reciprocity agreements with other states and issue
 
 6 a license to a social worker who has been licensed in that state;
 
 7 provided the requirements for a license in the state that the
 
 8 applicant is licensed, are deemed by the director to be higher or
 
 9 equivalent to the requirements for a license in this State at the
 
10 date of the license.
 
11      (b)  The director may also issue a license by endorsement by
 
12 honoring a passing score on the examination of the Association of
 
13 Social Work Boards; provided that the applicant meets the other
 
14 requirements under section 467E-7 and the passing score is from
 
15 the examination category that the other state uses for its
 
16 license."
 
17      SECTION 2.  Section 26H-4, Hawaii Revised Statutes, is
 
18 amended to read as follows:
 
19      "§26H-4 Repeal dates for newly enacted professional and
 
20 vocational regulatory programs.(a)  Any professional or

 1 vocational regulatory program enacted after January 1, 1994, and
 
 2 listed in this section shall be repealed on the date indicated in
 
 3 subsection (b).  The auditor shall perform an evaluation of the
 
 4 program, pursuant to section 26H-5, prior to its repeal date.
 
 5      (b)  [(1)  Chapter 467E (social workers) shall be repealed
 
 6           on December 31, 2000.
 
 7      (2)] (1)  Chapter 451J (marriage and family therapists)
 
 8           shall be repealed on December 31, 2002.
 
 9     [(3)] (2)  Chapter 457G (occupational therapy practice) shall
 
10           be repealed on December 31, 2003."
 
11      SECTION 3.  Section 467E-9, Hawaii Revised Statutes, is
 
12 amended to read as follows:
 
13      "[[]§467E-9[]]  Examination for license.(a)  Each
 
14 applicant for licensure after July 1, 2000, shall take and pass a
 
15 written national examination administered by the [American]
 
16 Association of [State] Social Work Boards in accordance with
 
17 procedures and standards prescribed by the director[.
 
18      (b)  Applicants]; provided that applicants who have passed
 
19 the Academy of Certified Social Workers examination administered
 
20 by the National Association of Social Workers prior to June 30,
 
21 [1995,] 2000, shall be deemed to have satisfied the requirements

 1      [(c)] (b)  The examination fee shall be paid by the
 
 2 applicant directly to the [American] Association of [State]
 
 3 Social Work Boards."
 
 4      SECTION 4.  Statutory material to be repealed is bracketed.
 
 5 New statutory material is underscored.
 
 6      SECTION 5.  This Act shall take effect on June 30, 2000.
