                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE HAWAII NATIONAL GUARD YOUTH
   CHALLENGE PROGRAM.
 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaii national guard youth challenge
 
 2 program is designed to provide a comprehensive intervention
 
 3 program to reclaim at-risk youth ages sixteen to eighteen, by
 
 4 offering the opportunity to develop self-discipline, skills, and
 
 5 knowledge to become productive and contributing members of our
 
 6 community.  The seventeen-month program is based on National
 
 7 Guard and department of education training requirements and
 
 8 operates two cycles a year.  Contractual agreements with the
 
 9 federal government require that the program graduate a minimum of
 
10 one hundred students a cycle.  During the program, students learn
 
11 self-discipline, leadership, and responsibility while working to
 
12 complete their high school diploma academic schedule.  The
 
13 students are also required to give back to the community through
 
14 service projects and to live and work in a controlled military
 
15 environment that encourages teamwork, physical fitness, and
 
16 personal growth.
 
17      The legislature finds that the program has many positive
 
18 impacts on participating students.  The residential phase of the
 
19 program removes the at-risk youth from a negative environment and

 1 allows the youth an opportunity to develop as an individual.  The
 
 2 tough physical and academic training requires that corpsmembers
 
 3 successfully pass five unit examinations in government and law,
 
 4 health, consumer economics, occupational knowledge and community
 
 5 resources, and a Mastery Exam.  Participating students gain
 
 6 skills in communications, computation, problem solving, and
 
 7 interpersonal relations.
 
 8      The purpose of this Act is to appropriate funds for the
 
 9 renovation of the Hawaii national guard youth challenge program
 
10 classroom building at Barbers Point.
 
11      SECTION 2.  There is appropriated out of the general
 
12 revenues of the State of Hawaii the sum of $400,000 for fiscal
 
13 year 2000-2001, to fund the renovation of the Hawaii national
 
14 guard youth challenge program classroom at Barbers Point.
 
15      SECTION 3.  The sum appropriated shall be expended by the
 
16 department of accounting and general services for the purposes of
 
17 this Act.
 
18      SECTION 5.  This Act shall take effect on July 1, 2000.
