                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR STATEWIDE PRENATAL OUTREACH.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that, as the self-
 
 2 proclaimed "health state", there is a need to increase awareness
 
 3 and counseling on the importance of prenatal care, particularly
 
 4 in rural areas.  To this end, the legislature believes that a
 
 5 statewide prenatal educational awareness program that utilizes
 
 6 volunteers is essential in reducing the incidence of low birth
 
 7 weight, birth defects, and infant mortality.
 
 8      The purpose of this Act is to appropriate funds to establish
 
 9 a statewide program coordinator within the department of health's
 
10 maternal and child health branch to administer prenatal outreach
 
11 programs.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $150,000, or so much
 
14 thereof as may be necessary for fiscal year 2000-2001, for the
 
15 purpose of establishing a statewide program coordinator within
 
16 the department of health's maternal and child health branch to
 
17 administer prenatal outreach programs.
 
18      SECTION 3.  The sum appropriated shall be expended by the
 
19 department of health for the purposes of this Act.

 1      SECTION 4.  This Act shall take effect on July 1, 2000.
