                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE OFFICE OF ELECTIONS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The office of elections is acquiring a new
 
 2 voting system.  The education of voters is one of the duties of
 
 3 the chief election officer and staff.  However, budget cuts have
 
 4 limited the way in which the office delivers voter education.
 
 5 Voter materials and information about voting are confined to
 
 6 print media (i.e., FACTSHEETS, brochures, and mass mailing of
 
 7 constitutional amendment information prepared by the legislative
 
 8 reference bureau).  Additional funds are needed to purchase
 
 9 television and radio time, educating voters in the use of new
 
10 technology, ballot format, and voting procedures in the single
 
11 party primary.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $          , or so
 
14 much thereof as may be necessary for fiscal year 2000-2001, to
 
15 carry out the purposes of this Act.  The sum appropriated shall
 
16 be expended by the office of elections for the purposes of this
 
17 Act.

 1      SECTION 3.  This Act shall take effect upon its approval;
 
 2 provided that section 2 of this Act shall take effect on July 1,
 
 3 2000.
