DESCRIPTION:
Requires that election day officials assigned to work in the
counting center, control center, and delivering and collecting
ballots shall not be family members of a candidate, shall not be
candidates who lost in the primary, and shall not all be of the

                   A  BILL  FOR  AN  ACT

RELATING TO ELECTIONS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 11, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to part VI to be appropriately designated
 
 3 and to read as follows:
 
 4      "§11-     Election officials; assignment on election day.
 
 5 In assigning election officials to work in the various election
 
 6 day operational areas, the following criteria shall be followed:
 
 7      (1)  No parent, spouse, reciprocal beneficiary, child, or
 
 8           sibling of a candidate shall be eligible to serve as an
 
 9           election official.  No candidate who failed to be
 
10           nominated in the primary or special primary election
 
11           shall be eligible to serve in the general election next
 
12           following;
 
13      (2)  Officials of the various election day operations shall
 
14           not all be of the same political party;
 
15      (3)  In case of inability, failure, or refusal of any person
 
16           so assigned to serve as an election official, the chief
 
17           election officer shall appoint a person to fill the
 
18           vacancy without regard to party affiliation."
 
19      SECTION 2.  New statutory material is underscored.
 
20      SECTION 3.  This Act shall take effect upon its approval.
