                   A  BILL  FOR  AN  ACT

RELATING TO CIVIL IDENTIFICATION. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that many Hawaii residents
 
 2 apply for certificates of identification known as "state ID
 
 3 cards".  Approximately three years ago, the Hawaii criminal
 
 4 justice data center processed forty thousand applications.
 
 5 Security requirements at airports that demand photo
 
 6 identification have increased demand for state IDs.  Recent
 
 7 newspaper and television coverage reported long lines and waits
 
 8 of many hours when all state ID cards with no expiration date
 
 9 expired on December 31, 1999.  Parking is very limited for
 
10 residents who apply at the Oahu office, and although there are
 
11 locations on Maui and Kauai, and in Hilo and Kona where state ID
 
12 cards may be obtained or renewed, many senior citizens have
 
13 experienced great difficulty or inconvenience in getting or
 
14 renewing their cards.  Because counties provide successful
 
15 outreach programs, the legislature finds that the attorney
 
16 general should develop rules and procedures to allow counties to
 
17 issue certificates of identification, or state ID cards that
 
18 would help Hawaii's senior citizens obtain state ID cards more
 
19 easily.

 1      It is the purpose of this Act to require the attorney
 
 2 general to adopt rules and establish procedures to allow counties
 
 3 to register applicants and issue certificates of identification. 
 
 4      SECTION 2.  Chapter 846, Hawaii Revised Statutes, is amended
 
 5 by adding a new section to be appropriately designated and to
 
 6 read as follows:
 
 7      "§846-     Authorization for counties to register and issue
 
 8 certificates.  (a)  The attorney general shall adopt rules and
 
 9 establish procedures to allow counties to secure information from
 
10 applicants and to issue to each registrant a certificate of
 
11 identification as provided for in this part.  A county shall
 
12 execute a memorandum of understanding with the attorney general
 
13 prior to the issuance of certificates.
 
14      (b)  The chief executive of each county shall designate one
 
15 or more persons, residing in the county, whose duty it shall be
 
16 to secure information from each applicant for registration and to
 
17 issue to each registrant a certificate of identification in such
 
18 form, and with such information, as the attorney general deems
 
19 necessary and practicable."
 
20      SECTION 3.  New statutory material is underscored.
 
21      SECTION 4.  This Act shall take effect upon its approval.
