                   A  BILL  FOR  AN  ACT

RELATING TO THE ESTABLISHMENT OF A HAWAIIAN LANGUAGE DOCTORAL
   PROGRAM AT THE UNIVERSITY OF HAWAII-HILO. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the Hawaiian language
 
 2 college known as Ka Haka 'Ula o Ke'elikolani was established by
 
 3 the legislature in 1997 at the University of Hawaii at Hilo to
 
 4 serve as a focal point for the revitalization of the Hawaiian
 
 5 language.  Since its establishment, the college has successfully
 
 6 carried out the purposes for which it was established, including
 
 7 initiation of a graduate program in the Hawaiian language, a
 
 8 teacher education certificate in the Hawaiian language, and a
 
 9 laboratory school program in the Hawaiian language.  These
 
10 programs are a first for a native American language, make
 
11 important contributions to the State, and make extensive use of
 
12 modern technology.
 
13      While progress in addressing the needs of the Hawaiian
 
14 language is being made by the Hawaiian language college, a major
 
15 deficiency is the fact that the graduate program of the college
 
16 does not include a doctoral program.  Students graduating from
 
17 the master of arts program have no doctoral program into which
 
18 they can matriculate for further study of the Hawaiian language.
 
19 It is imperative, then, that the college be authorized to develop

 1 a doctoral program.
 
 2      Outreach to other indigenous peoples is a regular part of
 
 3 the activities of the college and student exchanges have been
 
 4 initiated as part of the Hawaiian studies program.  In further
 
 5 developing its graduate program, the college is encouraged, if
 
 6 possible, to make provisions to allow other Indigenous peoples to
 
 7 be included in its programs, including its graduate programs.
 
 8      The purpose of this Act is to amend the law to require
 
 9 development of a Hawaiian language doctoral program and to
 
10 provide funds for the establishment of the Hawaiian language
 
11 doctoral program for the Hawaiian language college at the
 
12 University of Hawaii-Hilo.
 
13      SECTION 2.  Section 304-70, Hawaii Revised Statutes, is
 
14 amended to read as follows:
 
15      "[[]§304-70[]]  Functions.  In addition to providing a
 
16 quality education primarily through the medium of the Hawaiian
 
17 language, the college shall:
 
18      (1)  Provide an indigenous language outreach program to
 
19           involve indigenous language scholars and to maintain
 
20           and develop the program's Polynesian language database;
 
21      (2)  Provide a Hawaiian medium teacher training program
 
22           incorporating Nawahiokalani`opu`u school and other
 
23           schools, as appropriate, as laboratory schools; [and]

 1      (3)  Maintain a Hawaiian language support center with
 
 2           educational specialists in the areas of research,
 
 3           curriculum development, language development, archival
 
 4           work, and educational technology[.]; and
 
 5      (4)  Develop and offer, as part of its graduate programs, a
 
 6           doctoral program in the Hawaiian language."
 
 7      SECTION 3.  There is appropriated out of the general
 
 8 revenues of the State of Hawaii the sum of $          , or so
 
 9 much thereof as may be necessary for fiscal year 2000-2001, to
 
10 establish a Hawaiian language doctoral program for the Hawaiian
 
11 language college at the University of Hawaii-Hilo.
 
12      SECTION 4.  The sum appropriated shall be expended by the
 
13 department of education for the purposes of this Act.
 
14      SECTION 5.  Statutory material to be repealed is bracketed.
 
15 New statutory material is underscored.
 
16      SECTION 6.  This Act shall take effect upon its approval.
