                   A  BILL  FOR  AN  ACT

RELATING TO REFRESHMENTS FOR STATE WORKERS. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the State needs to
 
 2 increase the morale of state employees.  An excellent means of
 
 3 increasing morale is for employees to avail themselves of
 
 4 refreshments at their workplace.  Refreshments would also promote
 
 5 hospitality for the public who visit a workplace.  The private
 
 6 sector provides their employees and visitors with similar
 
 7 amenities.  The legislature further finds that the State should
 
 8 help in this endeavor by providing initial funding to furnish
 
 9 supplies and refreshments to state employees in their offices or
 
10 worksites.
 
11      The purpose of this Act is to establish a state employee
 
12 refreshment account and to make an appropriation for start-up
 
13 moneys.
 
14      SECTION 2.  State employee refreshment account.(a)  The
 
15 department of accounting and general services shall establish a
 
16 state employee refreshment account.  The purpose of the account
 
17 shall be to provide initial funding for the purchase of coffee
 
18 makers, coffee, water dispensers, and related supplies.
 
19      (b)  The department of accounting and general services shall

 1 allocate moneys annually from the state employee refreshment
 
 2 account to each state workplace based on the number of employees
 
 3 per work place, multiplied by 22 (days per month), multiplied by
 
 4 10 cents (per employee).
 
 5      The department shall make the required purchases for each
 
 6 workplace from the allocation.
 
 7      (c)  Following the allocation and purchases in subsection
 
 8 (b), moneys to maintain the equipment and supplies for
 
 9 refreshments in workplaces shall be obtained by employee
 
10 contributions to be set by each workplace.
 
11      (d)  This section shall be repealed on June 30, 2002.
 
12      SECTION 3.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $623,752.80, or so
 
14 much thereof as may be necessary, for fiscal year 2000-2001, for
 
15 the purpose of providing start-up funding for the state employee
 
16 refreshment account as provided in section 2.
 
17      SECTION 4.  The sum appropriated by this Act shall be
 
18 expended by the department of accounting and general services for
 
19 the purpose of this Act.
 
20      SECTION 5.  This Act shall take effect on July 1, 2000.
