                   A  BILL  FOR  AN  ACT

RELATING TO TEACHER TRAINING.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that teachers need time,
 
 2 beyond the regular school session, to receive training so they
 
 3 can apply themselves to teaching with the most current teaching
 
 4 methods and knowledge.  Under the current system, one person
 
 5 receives the training and is expected to teach other teachers.
 
 6 The legislature finds that a more effective system for teacher
 
 7 training is needed.
 
 8      The purpose of this Act is to establish a non-mandatory,
 
 9 two-week teacher training period before each regular school year.
 
10      SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is
 
11 amended by adding a new section to part III, subpart C, to be
 
12 appropriately designated and to read as follows:
 
13      "§302A-    Teacher training.  The department shall establish
 
14 a non-mandatory, two-week teacher training period to be held
 
15 before each regular school year.  Teachers who attend the
 
16 training period shall be compensated at a rate equal to the
 
17 salary rate they receive during the regular school year for a
 
18 two-week period."
 
19      SECTION 3.  There is appropriated out of the general
 
20 revenues of the State of Hawaii the sum of $     , or so much

 1 thereof as may be necessary for fiscal year 2000-2001, to
 
 2 establish a non-mandatory, two-week teacher training period
 
 3 before each regular school year.
 
 4      SECTION 4.  The sum appropriated shall be expended by the
 
 5 department of education for the purposes of this Act; provided
 
 6 that the public school teachers, in accordance with chapter 89,
 
 7 Hawaii Revised Statutes, agree to a new contract containing the
 
 8 provision for teacher training.
 
 9      SECTION 5.  New statutory material is underscored.
 
10      SECTION 6.  This Act shall take effect on July 1, 2000; and
 
11 shall apply to the 2000-2001 school year.
