                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  In order to hold school principals accountable,
 
 2 we must provide them with support and resources which shall
 
 3 enable them to succeed.
 
 4      The purpose of this Act is to provide for the hiring of
 
 5 vice-principals in qualifying high schools to aid and enable
 
 6 school principals to effectively run their schools.
 
 7      SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is
 
 8 amended by adding a new section to be appropriately designated
 
 9 and to read as follows:
 
10      "§302A-    Vice-principal.  (a)  Each qualifying school
 
11 shall be assigned one vice-principal.  The role of the vice-
 
12 principal shall be to assist the principal in the administrative
 
13 functions of the school.
 
14      (b)  For the purposes of this section, a "qualifying school"
 
15 shall be either:
 
16      (1)  Schools with a minimum of four hundred students; or
 
17      (2)  Schools that already have a vice principal.
 
18 Additional vice principals shall be hired with each addition of
 
19 five hundred students to the student body.

 1      (c)  Non-qualifying schools shall be assigned a general
 
 2 administrative aide who shall assist the principal with general
 
 3 administrative matters."
 
 4      SECTION 3.  There is appropriated out of the general
 
 5 revenues of the State of Hawaii the sum of $8,000,000, or so much
 
 6 thereof as may be necessary for fiscal year 2000-2001, for the
 
 7 establishment of eighty full-time equivalent (80.00 FTE)
 
 8 permanent vice-principal and general administrative aide 
 
 9 positions in the department of education.
 
10      SECTION 4.  The sum appropriated shall be expended by the
 
11 department of education for the purposes of this Act.
 
12      SECTION 5.  New statutory material is underscored.
 
13      SECTION 6.  This Act shall take effect on July 1, 2000.
