                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR SUBSTANCE ABUSE TREATMENT SERVICES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that substance abuse
 
 2 continues to be a particularly pernicious problem among certain
 
 3 segments of the population.  Providing substance abuse treatment
 
 4 services to these individuals is necessary to avoid increased
 
 5 costs to the State at a later time.  Substance abuse among women
 
 6 has adverse effects, not only for the individuals involved, but
 
 7 also on their children, families, and communities, and creates a
 
 8 host of health and social problems.  Pregnant women who use
 
 9 alcohol and other drugs risk the safety and healthy development
 
10 of their unborn child.  Research continues to document the
 
11 effects of neonatal alcohol and drug exposure, which may include
 
12 an increased vulnerability to alcohol and drug abuse as drug and
 
13 alcohol-exposed infants grow to adolescents.
 
14      The purpose of this Act is to appropriate funds for
 
15 specialized substance abuse treatment services for:
 
16      (1)  Pregnant women and families involved with child
 
17           protective services who have children under five years
 
18           of age; and
 
19      (2)  Teenagers.

 1      SECTION 2.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $1 or so much thereof
 
 3 as may be necessary for fiscal year 2000-2001 for specialized
 
 4 substance abuse treatment services for pregnant women and
 
 5 families involved with child protective services who have
 
 6 children under five years of age; provided that this sum shall be
 
 7 matched by private or federal sources for the purpose for which
 
 8 this sum is appropriated.
 
 9      The sum appropriated shall be expended by the department of
 
10 health for the purposes of this Act.
 
11      SECTION 3.  There is appropriated out of the general
 
12 revenues of the State of Hawaii the sum of $1 or so much thereof
 
13 as may be necessary for fiscal year 2000-2001 for specialized
 
14 substance abuse treatment services for teenagers; provided that
 
15 this sum shall be matched by private or federal sources for the
 
16 purpose for which this sum is appropriated.
 
17      The sum appropriated shall be expended by the department of
 
18 health for the purposes of this Act.
 
19      SECTION 4.  This Act shall take effect on July 1, 2000.
