                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR END-OF-LIFE CARE EDUCATION OF
   PHYSICIANS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the American Medical
 
 2 Association has developed the EPEC Project, "Education of
 
 3 Physicians on End-of-Life Care".  EPEC is designed to help
 
 4 physicians take care of their responsibility as physicians to
 
 5 develop quality end-of-life care.  EPEC will equip physicians
 
 6 with a core of base knowledge and skills to improve competence
 
 7 and confidence, strengthen physician-patient relationships, and
 
 8 enhance personal satisfaction with end-of-life care.
 
 9      The legislature further finds that the end of a person's
 
10 life is one of the most important times in life.  Although the
 
11 way death occurs has changed considerably, neither society nor
 
12 modern medicine has valued end-of-life care, or trained
 
13 physicians to be competent in that care.  The EPEC curriculum
 
14 equips physicians with knowledge, skills, and attitudes that can
 
15 be tailored to their individual practice settings.  The ultimate
 
16 goal is to relieve suffering and improve the quality of life for
 
17 patients going through end-of-life care and those who live with
 
18 them.
 
19      SECTION 2.  There is appropriated out of the general

 1 revenues of the State of Hawaii the sum of $37,500, or so much
 
 2 thereof as may be necessary for fiscal year 2000-2001, for the
 
 3 education of physicians in end-of-life care.
 
 4      SECTION 3.  The sum appropriated shall be expended by the
 
 5 executive office on aging for the purposes of this Act.
 
 6      SECTION 4.  This Act shall take effect on July 1, 2000.
