                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR TREATMENT OF VICTIMS OF INTRAFAMILIAL
   CHILD SEXUAL ABUSE.  


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that intrafamilial child
 
 2 sexual abuse is a traumatic event for families, with long-lasting
 
 3 effects on the child victim, siblings, and protective parents.
 
 4 Treatment services are essential to promote the healing and
 
 5 psychological health of children and families who have suffered
 
 6 the devastation of child sexual abuse.
 
 7      The legislature further finds that many families who are
 
 8 protective of the child victim cannot access treatment or are
 
 9 provided insufficient treatment to resolve the abusive incident,
 
10 in order to ensure the restoration of psychological health of the
 
11 victim and the family.  Families who are not under the child
 
12 protective services system of the department of human services
 
13 are not eligible to receive treatment services provided within
 
14 the system.
 
15      The purpose of this Act is to make an appropriation to
 
16 provide sex abuse treatment, including psychological treatment
 
17 and case management services for child victims of intrafamilial
 
18 sexual abuse and their families who are not a part of the child
 
19 protective services system.

 1      SECTION 2.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $500,000, or so much
 
 3 thereof as may be necessary for fiscal year 2000-2001, to provide
 
 4 sex abuse treatment, including psychological treatment and case
 
 5 management services for child victims of intrafamilial sexual
 
 6 abuse and their families who are not covered under the child
 
 7 protective services system of the department of human services.
 
 8      SECTION 3.  The sums appropriated by this Act shall be
 
 9 expended by the department of human services for the purposes of
 
10 this Act.
 
11      SECTION 4.  This Act shall take effect on July 1, 2000.
