                   A  BILL  FOR  AN  ACT

RELATING TO UNIVERSITY OF HAWAII REGENTS.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 304-3, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "§304-3 Regents; appointment; tenure; qualifications;
 
 4 meetings.  (a)  The affairs of the university shall be under the
 
 5 general management and control of the board of regents consisting
 
 6 of twelve members who shall be appointed and may be removed by
 
 7 the governor.  When appointing members of the board, the governor
 
 8 shall consult a special panel, which shall be jointly appointed
 
 9 by the governor and the speaker of the house of representatives.
 
10 The special panel shall be composed of five people, including
 
11 representatives of the faculty, students, bargaining unit agents
 
12 and community leaders with a background in higher education.  The
 
13 governor shall choose from the names presented by the special
 
14 panel and those names shall be sent to the senate for advice and
 
15 consent.  Vacancies on the panel shall be filled by the
 
16 appointing authority.
 
17      (b)  The term of each member of the board of regents shall
 
18 be for [four] ten years; provided that the term of the student
 
19 member shall be for two years.  Except as otherwise provided by
 
20 statute, state officers shall be eligible [to] for appointment

 1 and membership.  Every member of the board may serve beyond the
 
 2 expiration date of the member's term of appointment until the
 
 3 member's successor has been appointed and has qualified[.];
 
 4 provided that no member of the board shall serve longer than ten
 
 5 years.
 
 6      (c)  The board shall at its first meeting after June 30,
 
 7 elect a chairperson and vice-chairperson, who shall serve until
 
 8 adjournment of its first meeting after June 30 of the next year
 
 9 or thereafter until their successors are appointed and have
 
10 qualified and whose election shall be immediately certified by
 
11 the board to the chief election officer.  The board shall appoint
 
12 a secretary, who shall not be a member of the board.  The
 
13 president of the university shall act as executive officer of the
 
14 board.  The board shall meet not less often than ten times
 
15 annually, and may from time to time meet in each of the counties
 
16 of Hawaii, Maui, and Kauai.
 
17      (d)  The members of the board of regents shall [serve
 
18 without pay but shall be entitled to their traveling expenses
 
19 within the State when attending meetings of the board or when
 
20 actually engaged in business relating to the work of the board.]
 
21 each receive $25,000 a year in compensation."
 
22      SECTION 2.  Statutory material to be repealed is bracketed.
