                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO QUANTIFY BENEFITS OF UNDERGROUNDING
   UTILITY LINES. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 269-27.6, Hawaii Revised Statutes,
 
 2 requires the evaluation of whether a benefit of underground high-
 
 3 voltage utility lines exists that outweighs the costs of placing
 
 4 the system underground.  This Act appropriates funds to enable
 
 5 the consumer advocate to quantify the benefits accurately and to
 
 6 include the measurement of externalities.
 
 7      SECTION 2.  There is appropriated out of the general
 
 8 revenues of the State of Hawaii the sum of $500,000, or so much
 
 9 thereof as may be necessary for fiscal year 2000-2001, to develop
 
10 measures to quantify the benefits of underground high-voltage
 
11 utility lines including the measurement of externalities
 
12 associated with underground lines.
 
13      SECTION 3.  The sum appropriated shall be expended by the
 
14 division of consumer advocacy of the department of commerce and
 
15 consumer affairs for the purposes of this Act.
 
16      SECTION 4.  This Act shall take effect on July 1, 2000.
