                   A  BILL  FOR  AN  ACT

MAKING A GRANT-IN-AID TO THE CENTER FOR STRATEGIC ADVANCEMENT OF
   TELEMATICS AND INFORMATICS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the International
 
 2 Community Interconnected Computing Exchange (ICICX - pronounced
 
 3 eye-six) is a nonprofit scientific research educational
 
 4 organization, headquartered in Honolulu.  The Center for
 
 5 Strategic Advancement of Telematics and Informatics (CSATI) is a
 
 6 collaborative instrument between ICICX and the University of
 
 7 Hawaii--Hilo located in Hilo, Hawaii.
 
 8      ICICX's organizational involvement is directed toward the
 
 9 conduct of focused research, design, development, implementation,
 
10 and support of increasing scientific (technical and
 
11 technological) competence and capabilities related to information
 
12 technology, information systems, and related services toward the
 
13 manifestation of superior global command, control, communications
 
14 and computing capabilities for the United States.  As an
 
15 organization, ICICX also has interests within, but not limited
 
16 to, technologies and techniques supporting the generation,
 
17 transport, delivery, and management of information utilizing
 
18 information systems and services.
 
19      Founded in 1993, ICICX operates with a noble mandate under

 1 the direction of a general secretariat and is advised by a
 
 2 governing board.  The main activities of ICICX can be categorized
 
 3 and grouped within four primary directives of the organization:
 
 4      (1)  Curriculum development, technology integration, and
 
 5           educational services;
 
 6      (2)  Computer information systems security, research, and
 
 7           practice;
 
 8      (3)  Information technology sciences - research and
 
 9           development; and
 
10      (4)  Inter-networked community programs development.
 
11      ICICX will enhance the State's efforts to establish Hawaii
 
12 as the center-point to a "Trans-Pacific Electronic Corridor"; the
 
13 Pacific equivalent of California's Silicon Valley, by
 
14 facilitating and creating an advanced competence base in
 
15 informatics, telematics, and associated areas.  Given the
 
16 exploding growth in the high technology industry nationwide, the
 
17 legislature has determined that it is prudent at this time to
 
18 leverage strategic opportunities available to the State of Hawaii
 
19 such that the State, and key instruments within the State such as
 
20 the University of Hawaii, can be significant beneficiaries to
 
21 those efforts taking shape at the national level.  It is intended
 
22 that such benefit shall be derived through appropriate
 
23 interfacing with the critical frontage in information technology

 1 areas afforded by ICICX's activities--especially due to their
 
 2 organizational relationships with the federal government (e.g.:
 
 3 President's Commission on Critical Infrastructure Protection
 
 4 (PCCIP), United States Department of Defense, etc.) in various
 
 5 developmental and advisorial capacities.  Hawaii has had a
 
 6 visible stakeholdership representation already in developing
 
 7 nationally relevant issues through the nonprofit position and
 
 8 involvement of ICICX.  The legislature has determined it feasible
 
 9 therefore, to birth new "Island based" information technology
 
10 development opportunities, new technological incubator and
 
11 developmental organizations--in short, the creation of the
 
12 necessary impetus to kick-start a "Pacific Information Economy"
 
13 through corresponding twenty-first century co-operative
 
14 endeavors.  Such co-operative endeavors will be able to help
 
15 revive the State's economy, still struggling to find appropriate
 
16 and environmentally safe employment and the creation of new
 
17 millennial economic opportunities for its residents.
 
18      The purpose of this Act is to make a grant-in-aid to CSATI,
 
19 a collaborative instrument between ICICX and the University of
 
20 Hawaii--Hilo, to fund the Center's administrative and
 
21 programmatic costs related to "High Technology Workforce and
 
22 Opportunities Development" initiative, in the interest of the
 
23 State of Hawaii.

 1      SECTION 2.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $850,000, or so much
 
 3 thereof as may be necessary for fiscal year 2000-2001, for a
 
 4 grant-in-aid to fund the administrative and program costs of
 
 5 CSATI as follows:

20      SECTION 3.  The sum appropriated shall be expended by the
 
21 county of Hawaii for the purposes of this Act.
 
22      SECTION 4.  This Act shall take effect on July 1, 2000.
