                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR LITTER CONTROL AND BEAUTIFICATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  A beautiful, clean Hawaii is of major importance
 
 2 in the overall economic revitalization and sustainability of the
 
 3 State.  In 1995, a survey of the State measured it as seventy-
 
 4 five per cent litter-free.  Unfortunately, in that year the state
 
 5 office of litter control was abolished, and litter and illegal
 
 6 dumping prevention and cleanup has been slipping ever since.
 
 7 There is a significant need to fund a coordinated statewide
 
 8 leadership agency that has as its mission to establish the needed
 
 9 public attitude changes to clean up litter, provide
 
10 beautification guidelines, and solid waste initiatives in Hawaii.
 
11      Community Work Day Program is a seventeen year old tax
 
12 exempt nonprofit agency dedicated to environmental preservation,
 
13 beautification, and education and is a partnership of the
 
14 government, business, and community sectors.  It is an affiliate
 
15 of Keep America Beautiful, Inc., coordinating over five thousand
 
16 volunteers on Maui and twenty thousand throughout the State, the
 
17 largest grass roots volunteer community project.  Community Work
 
18 Day Program serves as the statewide head of the Keep America
 
19 Beautiful network of affiliates in Hawaii.  Keep America

 1 Beautiful certified affiliates are Big Island - Keep Hawaii
 
 2 Beautiful, Oahu - Nani O Waianae, Maui, Molokai, Lanai -
 
 3 Community Work Day Program and pre-certified are Kauai -
 
 4 Ho`olokahi and two additional Oahu start-up affiliates.
 
 5 Community Work Day Program, working in partnership with the
 
 6 government, business, and community sectors, maintains an annual
 
 7 calendar, conducts educational projects, and directs the national
 
 8 Keep America Beautiful Great American Clean-up from March 1 to
 
 9 May 31 in Hawaii.  Other mass clean-ups include Aloha Aina in
 
10 January, Keep Hawaii Beautiful in April, Litter Bugs Me in July,
 
11 Get the Drift and Bag It in September, and Holiday Gift in
 
12 November.  The benefit of having one agency coordinate statewide
 
13 implementation of this program is that it can facilitate
 
14 networking and training of new affiliates, provide statewide
 
15 campaign coordination and reporting, coordinate additional
 
16 revenues from state, federal, and private sources, develop and
 
17 implement service learning projects for young people in schools
 
18 and the community, and send a consistent education message
 
19 statewide on litter control.
 
20      Keep America Beautiful has recognized Community Work Day
 
21 Program as the State's leader and Community Work Day Program
 
22 stands ready, willing, and able to assist the State in this
 
23 important environmental, health, and economic development effort.

 1 Funding the training programs, community assessments, educational
 
 2 initiatives, and leadership functions of Community Work Day
 
 3 Program is essential to sending a message across the State and
 
 4 the nation that Hawaii stands behind the system to work for a
 
 5 clean, healthy, and beautiful environment.
 
 6      SECTION 2.  There is appropriated out of the general
 
 7 revenues of the State of Hawaii the sum of $300,000, or so much
 
 8 thereof as may be necessary for fiscal year 2000-2001, for the
 
 9 purpose of strengthening the statewide litter control and
 
10 beautification campaign, to provide the needed funds for each
 
11 island's Keep America Beautiful beautification campaign, to
 
12 provide the needed funds for each island's Keep America Beautiful
 
13 affiliates, to promote and coordinate projects throughout the
 
14 State, and to support the private sector for the long range
 
15 implementation of the Keep America Beautiful system in Hawaii.
 
16      SECTION 3.  The sum appropriated shall be expended by the
 
17 department of health for the purposes of this Act.
 
18      SECTION 4.  This Act shall take on July 1, 2000.
