                   A  BILL  FOR  AN  ACT

RELATING TO AEROMEDICAL SERVICES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that due to a lack of
 
 2 funds, the Big Island's aeromedical unit is not fully staffed for
 
 3 twenty-four hour a day operations.  This lack of services places
 
 4 remote areas of the Big Island at risk, where a critical patient
 
 5 could be as much as one and a half hours by ground transport from
 
 6 lifesaving blood transfusions or emergency surgery.
 
 7      The purpose of this Act is to require and fund Big Island
 
 8 aeromedical services on a twenty-four-hour basis.
 
 9      SECTION 2.  Section 321-226, Hawaii Revised Statutes, is
 
10 amended to read as follows:
 
11      "[[]§321-226[]]  Emergency medical services and systems,
 
12 standards.  The department of health shall establish standards
 
13 for emergency medical services and for emergency medical service
 
14 systems consistent with the state system and applicable federal
 
15 guidelines for such services[.]; provided that aeromedical
 
16 services for the county of Hawaii shall be provided on a
 
17 twenty-four-hour basis by a permanently assigned paramedic crew.
 
18 In the event the standards are determined or regulated by any
 
19 other law, or by applicable federal guidelines, standards

 1 required to be set by this section shall be at least equivalent
 
 2 to or exceed the other state and federal standards."
 
 3      SECTION 3.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii, the sum of $       , or so much
 
 5 thereof as necessary for fiscal year 2000-2001, to provide
 
 6 aeromedical services for the county of Hawaii on a twenty-four
 
 7 hour basis by a permanently assigned paramedic crew.
 
 8      SECTION 4.  Statutory material to be repealed is bracketed.
 
 9 New statutory material is underscored.
 
10      SECTION 5.  This Act shall take effect on July 1, 2010.
