Insulation of Roofs; Schools


DESCRIPTION:
Requires all newly constructed school buildings, and all existing
school buildings, undergoing re-roofing, to include thermal
control systems with a minimum heat transfer resistance value of
R-19, or its equivalent, in conformance with the provisions of
the Hawaii Model Energy Code regarding roof heat gain, during

                   A  BILL  FOR  AN  ACT

RELATING TO PUBLIC SCHOOL FACILITIES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The purpose of this Act is to require that all
 
 2 newly constructed school buildings and all existing school
 
 3 buildings undergoing re-roofing include thermal control systems
 
 4 with a minimum heat transfer resistance value of R-19 or its
 
 5 equivalent in conformance with the applicable provisions of the
 
 6 Hawaii Model Energy Code, 1993, regarding roof heat gain, at the
 
 7 time of their construction or re-roofing.
 
 8      Insulating the roofs of school buildings at the time of
 
 9 their construction or re-roofing is an example of improving
 
10 government efficiency.  Thermal control systems with a minimum
 
11 heat transfer resistance value of R-19, or its equivalent, lowers
 
12 interior temperatures by eight degrees or more on hot days.
 
13 Generally this means that a building's occupants can enjoy the
 
14 local weather without air conditioning.
 
15      Insulation costs about as much as purchasing and installing
 
16 an air conditioning system.  While air conditioning doubles or
 
17 triples electricity costs and incurs ongoing maintenance costs,
 
18 insulation is a one-time expense.
 
19      Insulating the roofs of school buildings that already

 1 utilize air conditioning would allow smaller units to be used and
 
 2 reduce the building's air conditioning load.  Limiting the effect
 
 3 of this Act to times when roofing crews and their equipment are
 
 4 already on site will reduce labor costs and minimize the
 
 5 inconvenience to students and faculty.  The need for insulation
 
 6 or other heat barriers can be reduced by utilizing light-colored
 
 7 or medium-colored roofing material, which tend to reflect more
 
 8 radiant heat than dark-colored roofing material.
 
 9      SECTION 2.  Section 302A-1501, Hawaii Revised Statutes, is
 
10 amended to read as follows:
 
11      "[[]§302A-1501[]]  Noise and climate control at school
 
12 facilities.(a)  The department shall plan for, and request
 
13 appropriations necessary to implement, acoustic noise control,
 
14 thermal control systems, and air conditioning of existing and new
 
15 school facilities in areas that are susceptible to extremes of
 
16 temperature or affected by aircraft, traffic, and other noise.
 
17 The department shall develop appropriate standards and consider
 
18 local conditions for deciding whether acoustic noise control,
 
19 thermal control systems, and air conditioning of existing and new
 
20 school facilities are required for effective classroom
 
21 instruction.  In all cases where acoustic treatment of school
 
22 facilities is planned, the department shall utilize the services
 
23 of individuals qualified by training and experience to recommend

 1 appropriate noise control procedures and components.  Acoustic
 
 2 noise control and air conditioning shall be given equal weight as
 
 3 all other factors in the criteria used by the department in
 
 4 setting priorities for school construction and renovations.
 
 5      (b)  In any case where air conditioners are installed in a
 
 6 particular school, the department may require that the
 
 7 approximate cost of electricity and maintenance for air
 
 8 conditioners not installed by the department of accounting and
 
 9 general services be paid by a private entity until the department
 
10 establishes temperature and noise standards and a policy relating
 
11 to air conditioning.
 
12      (c)  All newly constructed school buildings and all existing
 
13 school buildings undergoing re-roofing shall include thermal
 
14 control systems with a minimum heat transfer resistance value of
 
15 R-19, or its equivalent, in conformance with the applicable
 
16 provisions of the Hawaii Model Energy Code, 1993.  In all cases,
 
17 the department shall utilize the services of individuals
 
18 qualified by licensing and experience to design or review the
 
19 roof assembly to meet these requirements."
 
20      SECTION 3.  There is appropriated out of the general
 
21 revenues of the State of Hawaii the sum of $900,000, or so much
 
22 thereof as may be necessary for fiscal year 2000-2001, for
 
23 thermal control systems with a minimum heat transfer resistance

 1 value of R-19, or its equivalent, in all newly constructed school
 
 2 buildings and all existing school buildings undergoing re-
 
 3 roofing, at the time of their construction or repair.
 
 4      SECTION 4.  The sum appropriated shall be expended by the
 
 5 department of accounting and general services for the purposes of
 
 6 this Act.
 
 7      SECTION 5.  Statutory material to be repealed is bracketed.
 
 8 New statutory material is underscored.
 
 9      SECTION 6.  This Act shall take effect on July 1, 2000.
