                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR HAWAIIAN STUDIES PROGRAM POSITIONS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaiian studies program in the state public
 
 2 school system is the result of the 1978 constitutional mandate
 
 3 requiring the State to promote the study of Hawaiian culture,
 
 4 history, and language by providing a Hawaiian education program
 
 5 and using community experience as a suitable and essential means
 
 6 in furtherance of this program.  The program had resource
 
 7 teachers at one time, but those positions were terminated.  The
 
 8 program implementation was left to the individual schools, which
 
 9 used Hawaiian kupuna (elders) and makua (parents) to run the
 
10 program.  This has led to uneven implementation of the program.
 
11      The purpose of this Act is to increase funds for the
 
12 Hawaiian studies program to hire assistants to help coordinate
 
13 the kupuna and makua at public schools, directly assisting the
 
14 public school, teachers, and students in grades K-6 to implement
 
15 a quality Hawaiian studies program at a significantly lower cost.
 
16 The Hawaiian studies program assistants will:
 
17      (1)  Coordinate recruitment, orientation, and training for
 
18           new kupuna and makua hired by the school;
 
19      (2)  Coordinate bi-monthly in-service training for all

 1           kupuna and makua;
 
 2      (3)  Plan, facilitate, and conduct workshops for continuous
 
 3           cultural, historical, and language enrichment and for
 
 4           skill development of the kupuna and makua;
 
 5      (4)  Conduct periodic assessment of the Hawaiian studies
 
 6           program;
 
 7      (5)  Prepare and maintain relevant records and produce
 
 8           written reports; and
 
 9      (6)  Plan, research, and participate in seminars and
 
10           workshops to further enhance knowledge and information
 
11           for the Hawaiian studies program.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $955,000, or so much
 
14 thereof as may be necessary for fiscal year 2000-2001, as
 
15 follows:
 
16      $944,376  For the purpose of hiring thirty-eight full-time
 
17                equivalent temporary Hawaiian studies program
 
18                assistant I positions; and
 
19      $10,624   For the purposes of travel for meetings three
 
20                times during the school year.
 
21      SECTION 3.  The sum appropriated shall be expended by the
 
22 department of education for the purposes of this Act.
 
23      SECTION 4.  This Act shall take effect on July 1, 2000.
