                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR TRAINING.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that improving the quality
 
 2 of management throughout state government will in turn boost the
 
 3 efficiency of government in meeting the needs of the public.  The
 
 4 legislature recognizes the importance of well-trained managers
 
 5 and supervisors as key to delivering flexible, timely, and
 
 6 people-oriented services to the people of Hawaii.
 
 7      The legislature further finds that training funds have been
 
 8 limited in recent years due to financial constraints, and that
 
 9 many of the managers and supervisors in state government have
 
10 been unable to participate in formal training programs that would
 
11 improve their management and leadership skills.  This lack of
 
12 training opportunities has also had an adverse impact on new
 
13 employees of state government, who have been unable to develop
 
14 additional skills through worker training programs.
 
15      The purpose of this Act is to appropriate funds for training
 
16 of managers and supervisors and a selected group of employees
 
17 during the 2000-2001 fiscal year.
 
18      SECTION 2.  There is appropriated out of the general
 
19 revenues of the State of Hawaii the sum of $596,222, or so much

 1 thereof as may be necessary for fiscal year 2000-2001, to conduct
 
 2 leadership training for seven hundred two supervisors and
 
 3 managers and a working training program for five hundred twenty-
 
 4 five employees.
 
 5      SECTION 3.  The sum appropriated shall be expended by the
 
 6 department of human resources development for the purposes of
 
 7 this Act.
 
 8      SECTION 4.  This Act shall take effect on July 1, 2000.
