                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR MEDICINE BANK.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the Medicine Bank, a
 
 2 project of the Hawaii State Primary Care Association, was opened
 
 3 in August, 1997, to collect and distribute donated
 
 4 pharmaceuticals to the medically indigent seen at community
 
 5 health centers.  A public private partnership, the Medicine Bank
 
 6 has been supported by federal funds from the Bureau of Primary
 
 7 Health Care and by in-kind staff and space provided by the
 
 8 department of health at Waimano Home.  The legislature finds that
 
 9 the support, medications, and supplies donated by two hundred
 
10 physicians and pharmaceutical companies, as well as transport
 
11 contributed by several local airlines have made it possible for
 
12 the Medicine Bank to distribute pharmaceutical supplies valued at
 
13 nearly $1,000,000 a year, to 36,000 indigent patients.  In
 
14 addition, various individuals and local foundations have
 
15 contributed cash to community health centers to purchase
 
16 pharmaceuticals which are not donated but are needed by patients.
 
17      The legislature finds that the Medicine Bank's work is
 
18 endangered by the closing of Waimano Home and termination of in-
 
19 kind services and space provided by the department of health.

 1 The legislature further finds that $100,000 is needed to ensure
 
 2 the continuation of the Medicine Bank.
 
 3      The purpose of this Act is to make an appropriation which
 
 4 will allow the Medicine Bank to purchase storage space, work 
 
 5 space, utilities, telephone service, and the services of a
 
 6 pharmacist. 
 
 7      SECTION 2.  There is appropriated out of the general
 
 8 revenues of the State of Hawaii the sum of $100,000, or so much
 
 9 thereof as may be necessary for fiscal year 2000-2001 to ensure
 
10 the continuation of the Medicine Bank.
 
11      SECTION 3.  The sum appropriated shall be expended by the
 
12 department of health for the purposes of this Act.
 
13      SECTION 4.  This Act shall take effect on July 1, 2000.
