                   A  BILL  FOR  AN  ACT

RELATING TO LIBRARIES.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the current public
 
 2 library system must be more responsive to the communities' public
 
 3 library needs.  A library provides a public service to the
 
 4 community it serves by providing information in a variety of
 
 5 formats and programs for the community.  In order to fulfill its
 
 6 functions, a library's basic needs, such as maintenance of
 
 7 buildings, supply of books and bookshelves to house books, and
 
 8 other library resources, must be met.
 
 9      The purpose of this Act is to establish a community library
 
10 assistance program to be operated by the public library system to
 
11 support community efforts to create and sustain libraries.
 
12      SECTION 2.  Chapter 312, Hawaii Revised Statutes, is amended
 
13 by adding a new section to be appropriately designated and to
 
14 read as follows:
 
15      "§312-    Community library assistance program.  There is
 
16 established the community library assistance program to be placed
 
17 administratively in the department of education.  The program
 
18 shall be largely volunteer-based and operated by the public
 
19 library system to support community efforts to create and sustain
 
20 libraries.  To qualify for assistance, libraries must be open to

 1 the public and contain materials of general interest.
 
 2      The program shall provide the following kinds of assistance,
 
 3 as needed:
 
 4      (1)  Information to those interested in creating a community
 
 5           library about how to start a library;
 
 6      (2)  Staff support to operate a community library;
 
 7      (3)  Equipment and supplies, including books, periodicals,
 
 8           and other reading material;
 
 9      (4)  Repair and maintenance support; and
 
10      (5)  Any other assistance to facilitate the start-up of a
 
11           community library or to ensure its continued
 
12           operation."
 
13      SECTION 3.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $1 or so much thereof
 
15 as may be necessary for fiscal year 2000-2001 for the community
 
16 library assistance program.
 
17      SECTION 4.  New statutory material is underscored.
 
18      SECTION 5.  This Act shall take effect on July 1, 2000.
