                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR CONSULTING AND MARKETING SERVICES FOR
   NEW TENANTS AT UNIVERSITY PARK.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature recognizes that the State's
 
 2 economy has stagnated since the early 1990's and that the island
 
 3 of Hawaii's economy is one of the poorest in the State, due in
 
 4 part to the loss of the sugar industry which was the island's
 
 5 economic foundation.  The legislature further recognizes that
 
 6 Hawaii has the lowest per capita income in the State, the largest
 
 7 percentage of people whose incomes are below the poverty level,
 
 8 the largest percentage of children living in poverty, and more
 
 9 residents receiving public assistance per capita than on any
 
10 other island in the State.
 
11      The legislature commends the University of Hawaii and its
 
12 board of regents for taking a leadership role in the economic
 
13 recovery of Hawaii through the development and occupancy of the
 
14 University of Hawaii at Hilo's University Park by high technology
 
15 and research companies such as the University of Hawaii Institute
 
16 for Astronomy, the National Astronomical Observatory of Japan
 
17 (Subaru), the Gemini 8 Meter Telescope, the Caltech Submillimeter
 
18 Observatory, the Joint Astronomy Center, and the University of
 
19 Hawaii Agricultural Complex.  The legislature applauds the recent

 1 commitments by the Smithsonian Submillimeter Telescope, the Mauna
 
 2 Kea Center for Astronomy Education, the Tropical Forestry
 
 3 Research Facility, and the Agriculture Research Service to become
 
 4 new tenants of University Park.
 
 5      The legislature further commends the University of Hawaii
 
 6 and its board of regents on the recent expansion of University
 
 7 Park by adding 350 acres to the existing 116 acres, allowing
 
 8 additional occupancy by high technology companies and related
 
 9 ancillary services.  The legislature recognizes that University
 
10 Park has already brought 300 jobs to the area and about 200
 
11 additional jobs will result from the commitments by its future
 
12 tenants.  This will result in an estimated total investment of
 
13 $808,000,000.
 
14      The legislature finds that a request for funds by the
 
15 University of Hawaii at Hilo for consulting services in
 
16 developing a marketing and promotion plan and materials for
 
17 testing University Park parcels will serve to:
 
18      (1)  Identify and describe qualified target market segments
 
19           that are compatible with existing tenants and
 
20           University of Hawaii at Hilo objectives;
 
21      (2)  Examine the needs and requirements of each segment and
 
22           evaluate their potential as a market;
 
23      (3)  Develop a general marketing and promotion strategy to

 1           include the recommended adjustments to the existing
 
 2           product and services offering, a pricing and leasing
 
 3           strategy, a promotion strategy with detailed media
 
 4           distribution, and creative message plan that might
 
 5           include the use of mass media, Internet, personal
 
 6           sales, sales promotion, publicity, and public relations
 
 7           tools; and
 
 8      (4)  Develop the promotional materials to include the
 
 9           creative message.
 
10      SECTION 2.  The University of Hawaii is directed to work
 
11 with the federal government to establish additional funding for
 
12 the development needs of University Park at the University of
 
13 Hawaii at Hilo.
 
14      SECTION 3.  There is appropriated out of the general
 
15 revenues of the State of Hawaii the sum of $100,000, or so much
 
16 thereof as may be necessary for fiscal year 2000-2001, to obtain
 
17 consulting and marketing services for the promotion and leasing
 
18 of tenants for University Park located at the University of
 
19 Hawaii at Hilo.
 
20      SECTION 4.  The sum appropriated shall be expended by the
 
21 University of Hawaii at Hilo for the purposes of this Act.

 1      SECTION 5.  This Act shall take effect on July 1, 2000.
