                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR INTERMEDIATE AND MIDDLE SCHOOL YOUTH
   PROGRAMS.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that after school programs
 
 2 can help children develop greater confidence in their academic
 
 3 abilities and a greater interest in school, both of which have
 
 4 been shown to lead to improved school attendance.  In addition,
 
 5 after school programs for teens have been shown to reduce the
 
 6 incidence of juvenile crime as an added benefit.
 
 7      Results of a 1995 study, published by the National
 
 8 Federation of High School Associations, show that high school
 
 9 students who participated in extracurricular activities were
 
10 shown to be three times more likely to score higher in both math
 
11 and reading assessment tests than their peers who did not
 
12 participate in these activities.  Schools have also found that
 
13 tutoring programs and peer mentors have been successful in
 
14 reducing drop-out rates across the country.
 
15      The legislature further finds that after school programs
 
16 should be accessible to all youth, and that the costs of the
 
17 program should not be a barrier to participation.  Program
 
18 participation is also important for students who work after
 
19 school, posing an additional challenge for program planners, for

 1 they may be working to help support their families.
 
 2      The legislature believes that through the cooperative
 
 3 efforts of schools, athletic organizations, youth groups,
 
 4 businesses, and parents, adequate after school programs can be
 
 5 developed to keep Hawaii's children safe, out of trouble, and
 
 6 learning.
 
 7      The purpose of this Act is to encourage the development of
 
 8 after school programs for intermediate and middle school youth in
 
 9 order to strengthen student achievement and improve attendance,
 
10 improve behavior in school, increase aspirations for the future
 
11 including college enrollment, reduce drop-outs and absenteeism,
 
12 and decrease the negative influences of drugs and behavior
 
13 leading to juvenile crime.
 
14      SECTION 2.  There is appropriated out of the general
 
15 revenues of the State of Hawaii the sum of $       , or so much
 
16 thereof as may be necessary for fiscal year 1999-2000, and the
 
17 sum of $       , or so much thereof as may be necessary for
 
18 fiscal year 2000-2001, to provide after school programs for
 
19 intermediate and middle school students in Hawaii's public
 
20 schools.
 
21      SECTION 3.  The sums appropriated shall be expended by the
 
22 department of education for the purposes of this Act.

 1      SECTION 4.  This Act shall take effect on July 1, 1999.
