                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE PEER EDUCATION PROGRAM. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The peer education program was established in
 
 2 1988 to address such serious teen health issues as pregnancy,
 
 3 sexually transmitted diseases, substance abuse, violence, and
 
 4 suicide.  The department of health has assumed the lead in the
 
 5 program by establishing broad-based, systemic, adolescent health
 
 6 prevention programs in the State's secondary schools.  The
 
 7 services provided by the peer education program has become an
 
 8 essential component in our public school system, and support the
 
 9 State's adolescent wellness plan, "laulima in action."  In so
 
10 doing, the peer education program attempts to aid teens who are
 
11 at risk or in crisis, thus diminishing the cost and services
 
12 needed for future adult intervention efforts, and resulting in
 
13 well-adjusted teens, who are able to contribute to society.
 
14      The peer education program is implemented in twenty-six
 
15 schools across the State.  The purpose of this Act is to
 
16 appropriate funds to maintain the operations of the twenty-six
 
17 schools, and to fund the establishment of peer education programs
 
18 in ten additional schools throughout the fiscal biennium.
 
19      SECTION 2.  There is appropriated out of the general

 1 revenues of the State of Hawaii the sum of $725,595, or so much
 
 2 thereof as may be necessary for fiscal year 1999-2000, and
 
 3 $940,845, or so much thereof as may be necessary for fiscal year
 
 4 2000-2001, for the department of health's peer education program
 
 5 to be expended as follows:
 
 6      (1)  $520,595 in each fiscal year for the program
 
 7           maintenance and operating expenses of the current
 
 8           twenty-six schools;
 
 9      (2)  $205,000 in fiscal year 1999-2000 for an increase of
 
10           services to five new schools; and
 
11      (3)  $420,250 in fiscal year 2000-2001 for an increase of
 
12           services to an additional five new schools.
 
13      SECTION 3.  The sums appropriated shall be expended by the
 
14 department of health for the purposes of this Act.
 
15      SECTION 4.  This Act shall take effect on July 1, 1999.
