                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR PRELIMINARY PLANNING FOR A WATER
   IRRIGATION PROJECT ON THE ISLAND OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the further expansion
 
 2 of diversified agriculture represents a significant opportunity
 
 3 for economic recovery in the State.  In south Kona, on the island
 
 4 of Hawaii, there are approximately 15,000 acres between
 
 5 Kipahoehoe and Manuka reserves that have the potential to become
 
 6 a significant agricultural center, with the addition of
 
 7 supplemental irrigation to offset the lack of consistent
 
 8 rainfall.
 
 9      The purpose of this Act is to begin the preliminary planning
 
10 and design of an irrigation project to accelerate cost-effective
 
11 development of a significant rural industry in an area that
 
12 desperately needs this development.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $50,000, or so much
 
15 thereof as may be necessary for fiscal year 1999-2000, for
 
16 preliminary planning and design for a south Kona water irrigation
 
17 project.
 
18      SECTION 3.  The sum appropriated shall be expended by the
 
19 department of agriculture for the purposes of this Act.
