                     A  BILL  FOR  AN  ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING
   AN APPROPRIATION FOR KAUAI COUNTY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the sum of $47,465,000, or so much
 
 3 thereof as may be necessary, and the same sum, or so much thereof
 
 4 as may be necessary, is appropriated for fiscal year 1999-2000
 
 5 for the following capital improvement projects:
 
 6 DEPARTMENT OF WATER, KAUAI COUNTY:
 
 7      (1)  Improvements to the Anahola water system:
 
 8           Anahola well no. 4                             $470,000
 
 9      (2)  Improvements to the Waimea water system:
 
10           Waimea shaft, water treatment facility         $160,000
 
11      (3)  Improvements to the Lawai-Omao water 
 
12           system: Omao well, drill and test; 
 
13           pump, controls and connecting pipeline         $450,000
 
14      (4)  Improvements to the Wainiha-Haena water
 
15           system: Wainiha 100,000 gallon tank, 
 
16           booster pump and connecting pipeline         $1,695,000
 
17      (5)  Improvements to the Lihue water system:
 
18           Puhi to Kokolau intake pipeline              $3,200,000

14      The sums set forth in paragraphs (1) to (5) shall be
 
15 expended by the county of Kauai for the purposes of this Act.
 
16 The sums set forth in paragraphs (6) to (10) shall be expended by
 
17 the department of transportation for the purposes of this Act.
 
18 The sums set forth in paragraphs (11) to (24) shall be expended
 
19 by the department of accounting and general services for the
 
20 purposes of this Act; provided that no funds shall be made
 
21 available for the purposes set forth in paragraphs (11), (13),
 
22 (14), (15), (17), and (18) unless the county of Kauai matches the
 
23 appropriated funds.

 1      SECTION 2.  The director of finance is authorized to issue

 3 thereof as may be necessary, and the same sum, or so much thereof
 
 4 as may be necessary, is appropriated for fiscal year 2000-2001,
 
 5 for the following capital improvement projects:
 
 6 DEPARTMENT OF WATER, KAUAI COUNTY
 
 7      (1)  Improvements to the Anahola water system:
 
 8           Anahola well no. 4                             $160,000
 
 9      (2)  Improvements to the Waimea water system:
 
10           Waimea shaft, water treatment facility       $1,300,000
 
11      (3)  Improvements to the Lawai-Omao water 
 
12           system:  Omao well, drill and test; 
 
13           pump, controls and connecting pipeline         $165,000
 
14 SEVENTH DISTRICT
 
15      (4)  Port Allen harbor improvements:
 
16           Construction of dock facilities for 
 
17           loading of passengers                        $1,500,000
 
18      The sums set forth in paragraphs (1) to (3) shall be
 
19 expended by the county of Kauai for the purposes of this Act and
 
20 the sum set forth in paragraph (4) shall be expended by the
 
21 department of transportation for the purposes of this Act.
 
22      SECTION 3.  The appropriations made for the capital
 
23 improvement projects authorized in this Act shall not lapse at

 1 the end of the fiscal year for which the appropriation is made;
 
 2 provided that all moneys from the appropriation in section 1
 
 3 unencumbered as of June 30, 2002, shall lapse as of that date and
 
 4 all moneys from the appropriation in section 2 unencumbered as of
 
 5 June 30, 2003, shall lapse as of that date.
 
 6      SECTION 4.  This Act shall take effect on July 1, 1999.
