                   A  BILL  FOR  AN  ACT

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING
   AN APPROPRIATION FOR THE ALA MOANA, MAKIKI, McCULLY,
   MOILIILI AND WAIKIKI REGION OF HONOLULU.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1        PART I.  REGIONAL URBAN HONOLULU VISIONING PROJECTS
 
 2      SECTION 1.  Purpose.  The legislature finds that densely
 
 3 populated urban Honolulu communities in Ala Moana, Makiki,
 
 4 McCully-Moiliili, and Waikiki share common concerns over quality
 
 5 of life issues (such as the need for more parks, recreational
 
 6 facilities and green space), expanded transportation choices, and
 
 7 the need for greater community involvement in land use/planning
 
 8 decisions.
 
 9      During recent legislative and city-initiated visioning
 
10 efforts, the development of more parks and recreational
 
11 facilities has emerged as the highest priority for these
 
12 communities.  Some of the park or green space development
 
13 proposals include enhancing the Ala Wai promenade so that it
 
14 extends from the Waikiki-Kapahulu end of the Ala Wai Canal, all
 
15 the way through to Ala Wai Yacht Harbor - with added canoe
 
16 facilities, pedestrian promenades on both sides of the canal,
 
17 additional picnicking and recreational areas, bikeways and
 
18 exercise areas throughout.

 1      Providing additional park areas in and around McCully-
 
 2 Moiliili, a community complex in the Holiday Mart/Sheridan area,
 
 3 or expanding on the state department of agriculture's Heritage
 
 4 park on Keeaumoku and King streets have also emerged as urgently-
 
 5 needed recreational facilities for these urban Honolulu
 
 6 neighborhoods.
 
 7      In order to facilitate development of such parks and
 
 8 recreational spaces, new partnerships between the state
 
 9 government, city and county of Honolulu, federal government, and
 
10 private sector developers are needed.  For example, the Joint
 
11 Waikiki Task Force, which combines state and county efforts to
 
12 upgrade and enhance Waikiki's infrastructure, has already begun
 
13 identifying shared funding and staff support on a range of
 
14 individual projects.
 
15      SECTION 2.  The director of finance is authorized to issue
 
16 general obligation bonds in the sum of $          , or so much
 
17 thereof as may be necessary, and the same sum, or so much thereof
 
18 as may be necessary, is appropriated for fiscal years 1999-2000,
 
19 and 2000-2001, for the purposes of implementing urban park and
 
20 open space recommendations developed by Ala Moana, Makiki,
 
21 McCully-Moiliili, and Waikiki communities under part I of this
 
22 Act.
 
23      SECTION 3.  The sums appropriated under part I shall be

 1 expended by the city and county of Honolulu and the department of
 
 2 land and natural resources for the purposes of this Act.
 
 3                 PART II.  PUBLIC SCHOOL PROJECTS
 
 4 A.    Kaahumanu elementary school:
 
 5       1.   Installation of air conditioning for

 7       2.   Construction of covered walkway from
 
 8            buildings C to F                                80,000
 
 9       3.   Construct sidewalk from portable

 2       SECTION 4.  The director of finance is authorized to issue
 
 3 general obligation bonds in the sum of $        , or so much
 
 4 thereof as may be necessary, and the same sum, or so much thereof
 
 5 as may be necessary, is appropriated for fiscal years 1999-2000,
 
 6 and 2000-2001, for the projects in parts II and III of this Act.
 
 7       SECTION 5.  The sums appropriated under parts II and III
 
 8 shall be expended by the department of accounting and general
 
 9 services for the purposes of this Act.
 
10       SECTION 6.  The appropriations made for capital improvement
 
11 projects authorized in this Act shall not lapse at the end of the
 
12 fiscal biennium for which the appropriation is made; provided
 
13 that all appropriations which are unencumbered as of June 30,
 
14 2002, shall lapse as of that date.
 
15       SECTION 7.  This Act shall take effect on July 1, 1999.
