                   A  BILL  FOR  AN  ACT

MAKING APPROPRIATIONS FOR PARENT-COMMUNITY NETWORKING CENTERS AND
   PARENT-COMMUNITY NETWORKING CENTER DISTRICT COORDINATORS FOR
   KAUAI AND MAUI.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.   The legislature finds that parent-community
 
 2 networking centers were started in 1986 through the community
 
 3 education section of the department of education.  Each parent-
 
 4 community networking center has a different set of program
 
 5 components because each is designed to address the needs and
 
 6 goals of its school/community.  While variety characterizes each
 
 7 parent-community networking center, a typical program might
 
 8 include training in parent-child interactions; parent awareness
 
 9 and family education; adult personal and educational development;
 
10 and volunteer training for tutoring, teacher/school assistance,
 
11 and fund raising.
 
12      The parent-community networking center program historically
 
13 has given back to the State gifts and in-kind services far
 
14 greater than the funding provided to support the program.  For
 
15 example, in 1995-1996 the parent-community networking center
 
16 program state-wide received $2,000,000, in state funds while
 
17 $4,559,000, was returned to schools and communities in moneys,
 
18 goods, and services.  In 1997-1998 the parent-community

 1 networking center program received $2,225,901, in state funds
 
 2 while at the same time generating $6,371,685, in goods and
 
 3 services.
 
 4      In the 1997-1998 school year, the funded parent-community
 
 5 networking center programs operated statewide in two hundred five
 
 6 of the two hundred forty-eight public schools.  Of the total
 
 7 number of parent-community networking centers, one hundred fifty-
 
 8 five are fully funded, fifty are partially funded, and five are
 
 9 unfunded and staffed and supported by parent volunteers.  There
 
10 are parent-community networking center programs at elementary,
 
11 intermediate, middle, and high schools.
 
12      The parent-community networking center district
 
13 coordinators, as an essential element of the parent-community
 
14 networking center program, train and coordinate the activities of
 
15 school facilitators.  The parent-community networking center
 
16 school facilitators, as an essential element of the parent-
 
17 community networking center program, are part-time staffers who
 
18 assist the school-community in, among other things, assessing
 
19 needs, planning activities, and recruiting participants.  A
 
20 facilitator, paid as a part-time temporary teacher on an hourly
 
21 basis, is paid out of a parent-community networking center's
 
22 total funding, which is $13,419, for a fully-funded center, and
 
23 $3,300, for a partially-funded center.

 1      Currently, five departmental school districts have full-time
 
 2 parent-community networking center district coordinators.  Each
 
 3 coordinator position is funded at $26,000, per year.  None of
 
 4 these district coordinators are assigned to the Kauai or Maui
 
 5 departmental school districts.
 
 6      Four years ago, the Kauai departmental school district lost
 
 7 its much needed and only full-time parent-community networking
 
 8 center district coordinator position due to the severe budget
 
 9 cuts suffered by the department of education.  Furthermore, in
 
10 the Kauai departmental school district, moneys are no longer
 
11 available to fund a part-time district coordinator position.
 
12      The Kauai departmental school district also needs two
 
13 additional fully-funded parent-community networking centers
 
14 ($13,419 per year), and also needs to convert one partially-
 
15 funded parent-community networking center ($3,300 per year) to a
 
16 fully-funded parent-community networking center (conversion
 
17 requires an additional $10,119 per year).
 
18      The Maui departmental school district needs one, full-time
 
19 equivalent (1.00 FTE), parent-community networking center
 
20 district coordinator and six fully-funded parent-community
 
21 networking centers.  The six fully-funded parent-community
 
22 networking centers could be obtained by appropriating funds for
 
23 two additional fully-funded parent-community networking centers,

 1 and by converting four partially-funded parent-community
 
 2 networking centers to fully-funded parent-community networking
 
 3 centers.
 
 4      The purpose of this Act is, for the Kauai departmental
 
 5 school district, to provide funds to reestablish the full-time
 
 6 parent-community networking center district coordinator position
 
 7 and to provide funds for three additional fully-funded parent-
 
 8 community networking centers; and for the Maui departmental
 
 9 school district, to provide funds for one full-time parent-
 
10 community networking center district coordinator position and to
 
11 provide funds for six additional fully-funded parent-community
 
12 networking centers.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $26,000, or so much
 
15 thereof as may be necessary for fiscal year 1999-2000, and the
 
16 same sum, or so much thereof as may be necessary for fiscal year
 
17 2000-2001, for one, full-time equivalent (1.00 FTE), parent-
 
18 community networking center district coordinator position for the
 
19 Kauai departmental school district.
 
20      SECTION 3.  There is appropriated out of the general
 
21 revenues of the State of Hawaii the sum of $26,838, or so much
 
22 thereof as may be necessary for fiscal year 1999-2000, and the
 
23 same sum, or so much thereof as may be necessary for fiscal year

 1 2000-2001, for two fully-funded parent-community networking
 
 2 centers for the Kauai departmental school district.
 
 3      SECTION 4.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii the sum of $10,119, or so much
 
 5 thereof as may be necessary for fiscal year 1999-2000, and the
 
 6 same sum, or so much thereof as may be necessary for fiscal year
 
 7 2000-2001, for the conversion of one current partially-funded
 
 8 parent-community networking center in the Kauai departmental
 
 9 school district to a fully-funded parent-community networking
 
10 center.
 
11      SECTION 5.  There is appropriated out of the general
 
12 revenues of the State of Hawaii the sum of $26,000, or so much
 
13 thereof as may be necessary for fiscal year 1999-2000, and the
 
14 same sum, or so much thereof as may be necessary for fiscal year
 
15 2000-2001, for one, full-time equivalent (1.00 FTE), parent-
 
16 community networking center district coordinator position for the
 
17 Maui departmental school district.
 
18      SECTION 6.  There is appropriated out of the general
 
19 revenues of the State of Hawaii the sum of $26,838, or so much
 
20 thereof as may be necessary for fiscal year 1999-2000, and the
 
21 same sum, or so much thereof as may be necessary for fiscal year
 
22 2000-2001, for two fully-funded parent-community networking
 
23 centers for the Maui departmental school district.

 1      SECTION 7.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $40,476, or so much
 
 3 thereof as may be necessary for fiscal year 1999-2000, and the
 
 4 same sum, or so much thereof as may be necessary for fiscal year
 
 5 2000-2001, for the conversion of four partially-funded parent-
 
 6 community networking centers in the Maui departmental school
 
 7 district to fully-funded parent-community networking centers.
 
 8      SECTION 8.  The sums appropriated shall be expended by the
 
 9 department of education for the purposes of this Act.
 
10      SECTION 9.  This Act shall take effect on July 1, 1999.
