                   A  BILL  FOR  AN  ACT
MAKING AN APPROPRIATION FOR OCEAN PROGRAMS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  PACON is the acronym for the Pacific Congress on
 
 2 Marine Science and Technology.  The Hawaii chapter of PACON
 
 3 International has been incorporated in the State of Hawaii to
 
 4 support the international and local programs for its membership
 
 5 of ocean scientists, engineers, and educators residing in Hawaii.
 
 6 The Hawaii chapter supports their dialogue with the international
 
 7 community through its membership in PACON International.  The
 
 8 primary activity of PACON International is to sponsor a major
 
 9 international ocean science and technology meeting every two
 
10 years.
 
11      The legislature further finds that a feasibility study is
 
12 needed to determine the economic and environmental viability of
 
13 the Waianae ocean park.  
 
14      The purpose of this Act is to appropriate funds to express
 
15 strong legislative support for PACON International, the Pacific
 
16 Mapping Program at the University of Hawaii, and for an eighteen
 
17 month feasibility study Waianae ocean park developed out of the
 
18 combined efforts of three specialty teams:
 
19      (1)  A technical team to study the marine environment and
 
20           design the park;

 1      (2)  A finance team to seek funding for the project and
 
 2           develop a business plan to make the Waianae Ocean Park
 
 3           self-supporting; and
 
 4      (3)  A public relations team to work with the residents and
 
 5           state and county regulatory agencies.
 
 6      SECTION 2.  There is appropriated out of the general
 
 7 revenues of the State of Hawaii the sum of $40,000, or so much
 
 8 thereof as may be necessary for fiscal year 1999-2000, to support
 
 9 the activities of PACON International; provided that no funds
 
10 shall be made available under this Act unless PACON International
 
11 matches those funds dollar-for-dollar with its own resources.
 
12      SECTION 3.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $400,000, or so much
 
14 thereof as may be necessary for fiscal year 1999-2000, for a
 
15 feasibility study for the Waianae ocean park as specified in
 
16 section 1.
 
17      SECTION 4.  The sums appropriated in sections 2 and 3 shall
 
18 be expended by the  department of business, economic development,
 
19 and tourism for the purposes of this Act.
 
20      SECTION 5.  There is appropriated out of the general
 
21 revenues of the State of Hawaii the sum of $110,000, or so much
 
22 thereof as may be necessary for fiscal year 1999-2000, for the
 
23 Pacific Mapping Program for 1.5 full time equivalent positions

 1 and operational expenses.
 
 2      SECTION 6.  The sum appropriated in section 5 shall be
 
 3 expended by the University of Hawaii for the purposes of this
 
 4 Act.
 
 5      SECTION 7.  This Act shall take effect on July 1, 1999.
