                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR A SUBSTANCE ABUSE TREATMENT PROGRAM
   AT THE WOMEN'S COMMUNITY CORRECTIONAL CENTER.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature views chemical dependency as a
 
 2 disease of the body, mind, and spirit.  The disease of addiction
 
 3 results in severe alienation from self, society, and family.  To
 
 4 deal effectively with this disease, the goal of substance abuse
 
 5 programs is to focus on the total change in lifestyle that will
 
 6 allow the individual to remain chemical free and reduce the rate
 
 7 of recidivism.
 
 8      Substance abuse treatment programs are based upon cost-
 
 9 effective approaches that:
 
10      (1)  Help inmates to address their substance abuse problems
 
11           through group and individual counseling; and
 
12      (2)  Help inmates to address their substance abuse problems
 
13           and criminal thinking through education, group therapy,
 
14           and individual counseling.
 
15 The desired outcome is to reduce recidivism and prepare inmates
 
16 for re-entry and transition upon release to the community.
 
17      This Act will provide a continuance of multi-disciplinary
 
18 rehabilitative and preventive services for individuals whose
 
19 lives have been adversely affected through the disease of

 1 chemical dependency/substance abuse and criminality.  This Act
 
 2 will also assist in providing a smooth re-entry and transition
 
 3 from incarceration to the community through a successful
 
 4 adjustment on probation and parole.
 
 5      SECTION 2.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $506,706, or so much
 
 7 thereof as may be necessary for fiscal year 1999-2000, and the
 
 8 sum of $506,706, or so much thereof as may be necessary for
 
 9 fiscal year 2000-2001, for a substance abuse treatment program at
 
10 the women's community correctional center.
 
11      SECTION 3.  The sums appropriated shall be expended by the
 
12 department of public safety for the purposes of this Act.
 
13      SECTION 4.  This Act shall take effect on July 1, 1999.
