                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE HAWAII ISLAND VETERANS MEMORIAL
   INC.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaii Island Veterans Memorial Inc. was
 
 2 formed on April 18, 1997, as a nonprofit corporation specifically
 
 3 to plan, construct, and operate a combined veterans center and a
 
 4 fifty unit veterans home in Hawaii county.  The combined veterans
 
 5 center will provide counseling, readjustment, and medical
 
 6 treatment through the community-based outpatient clinic,
 
 7 laboratory assistance, post-traumatic stress disorder
 
 8 consultation, recreational activities, and housing for homeless
 
 9 veterans.  The goal is to provide a permanent, safe, and
 
10 centralized location for these activities.
 
11      The project is to be built in three phases, with phase I
 
12 consisting of building the fourteen thousand four hundred square-
 
13 foot combined veterans center that includes a seven thousand
 
14 square-foot counseling, readjustment, and community-based
 
15 outpatient clinic, a meeting hall, offices for the Hawaii county
 
16 office of veterans services, and a manager's office.  Phase II
 
17 consists of building an eight hundred sixty-four square-foot
 
18 maintenance building/garage with additional parking and a

 1 recreational area, gateball courts, volleyball courts, tennis and
 
 2 basketball courts, and a picnic area.  Phase III consists of the
 
 3 fifty-unit veterans home.  Funding is requested for phases I and
 
 4 II only.  The purpose of this Act is to appropriate funds for a
 
 5 grant-in-aid to the Hawaii Island Veterans Memorial Inc. to
 
 6 construct phases I and II of its project by authorizing the
 
 7 issuance of general obligation bonds.
 
 8      SECTION 2.  The director of finance is authorized to issue
 
 9 general obligation bonds in the sum of $        or so much
 
10 thereof as may be necessary and the same sum or so much thereof
 
11 as may be necessary is appropriated for fiscal year 1999-2000 for
 
12 a grant-in-aid to the Hawaii Island Veterans Memorial Inc. for
 
13 plans, land acquisition, design and engineering, construction,
 
14 and equipment for phase I and phase II of the combined veterans
 
15 center project, as described in section 1.
 
16       The sum appropriated shall be expended by the department of
 
17 defense for the purposes of this Act.
 
18      SECTION 3.  The appropriations made for capital improvement
 
19 projects authorized in this Act shall not lapse at the end of the
 
20 fiscal biennium for which the appropriation is made; provided
 
21 that all appropriations which are unencumbered as of June 30,
 
22 2002, shall lapse as of that date.
 
23      SECTION 4.  This Act shall take effect on July 1, 1999.
