                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE UNIVERSITY OF HAWAII AT HILO.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that University of Hawaii
 
 2 at Hilo requires additional general funds in order to be more
 
 3 fully autonomous under Act 115, Session Laws of Hawaii 1998,
 
 4 which mandates that the "general fund budget appropriations shall
 
 5 be an amount not less than three times and not greater than five
 
 6 times the amount of regular tuition and related fee revenues
 
 7 estimated for that year.  At present, the funding ratio at the
 
 8 University of Hawaii at Hilo indicates that the institution is
 
 9 severely underfunded in comparison to the University of Hawaii at
 
10 Manoa.  The additional funding appropriated under this Act will
 
11 assist in placing the Hilo campus on an equal footing with the
 
12 Manoa campus.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $5,323,499, or so much
 
15 thereof as may be necessary for fiscal year 1999-2000, and the
 
16 same sum, or so much thereof as may be necessary for fiscal year
 
17 2000-2001, for operating funds to enable the University of Hawaii
 
18 at Hilo to function as a comprehensive university serving a
 
19 student population base of five thousand students by the year

 1 2007 and sustaining a general fund to tuition ratio of 4.08.
 
 2      SECTION 3.  The sums appropriated shall be expended by the
 
 3 University of Hawaii for the purposes of this Act.
 
 4      SECTION 4.  This Act shall take effect on July 1, 1999.
